Background: In accordance with decision 11/CP.5, the secretariat has developed elements of a draft framework for capacity-building activities in countries with economies in transition for consideration by the subsidiary bodies at their thirteenth sessions (FCCC/SB/2000/9).
31- الخلفية: وضعت الأمانة، وفقاً للمقرر 11/م أ-5، عناصر مشروع إطار لأنشطة بناء القدرات في البلدان التي تمر اقتصاداتها بمرحلة انتقالية، كي تنظر فيها الهيئتان الفرعيتان في دورتيهما الثالثة عشرة (FCCC/SB/2000/9).

The purpose of this framework for capacity-building is to set out the scope and basis for action for capacity-building activities in countries with economies in transition (EIT Parties) under the Convention and for the preparation of EIT Parties for their participation in the Kyoto Protocol when it enters into force.
1- الغرض من هذا الإطار هو بيان نطاق وأساس العمل المتعلق بأنشطة بناء القدرات في البلدان التي تمر اقتصاداتها بمرحلة انتقالية بموجب الاتفاقية وإعداد الأطراف التي تمر اقتصاداتها بمرحلة انتقالية للمشاركة في بروتوكول كيوتو عند بدء نفاذه.
