غير أن المبادئ التوجيهية بالنسبة لعقد المشاورات مع أصحاب المصلحة وكذلك إعداد الوثائق ستكون نفس المبادئ التوجيهية المعدة لأنشطة مشاريع آلية التنمية النظيفة التي تخفض الانبعاثات من المصادر، كما أشير إليها في مرفق هذه الوثيقة.

48. If it is sufficient for CDM project activities to meet some but not all of the elements of its stated purpose, it could be argued that the absence of QELROs during the gap period would not prevent the continuation of the CDM.
