B. Regional workshops for central authorities
باء- حلقات العمل الإقليمية لفائدة السلطات المركزية

In its decision 3/2, the Conference requested its secretariat to organize regional workshops for central authorities.
43- طلب المؤتمر من أمانته، في مقرره 3/2، أن تنظم حلقات عمل إقليمية للسلطات المركزية.

The tool, which is available in 10 languages, has been promoted at training sessions, conferences and seminars for central authorities and Government representatives.
وجرى ترويج تلك الأداة، التي هي متاحة بعشر لغات،() أثناء دورات التدريب والمؤتمرات والحلقات الدراسية التي نُظمت للسلطات المركزية وممثلي الحكومات.

In its decision 4/2, the Conference requested the Secretariat, upon request, to support the provision of training and awareness-raising on the Organized Crime Convention at the national level for central authorities, judges, prosecutors, law enforcement officers and INTERPOL officers of national central bureaux.

A regional workshop for central authorities in the Middle East and North African States will be held in January 2014 in Morocco within the framework of the Counter-Terrorism Committee Executive Directorate/UNODC global initiative.

Several speakers noted the necessity of developing capabilities, ranging from the provision of model laws and the simplification of extradition proceedings and evidentiary standards to advisory services and training sessions for central authorities, as well as raising greater awareness among national and international actors in the area of extradition.
21- ولاحظ عدّة متكلمين ضرورة تطوير القدرات، بدءًا من توفير قوانين نموذجية وتبسيط إجراءات التسليم ومعايير الأدلة وانتهاءً بتوفير الخدمات الاستشارية والتدريب للسلطات المركزية إلى جانب إذكاء الوعي في صفوف الجهات الفاعلة الوطنية والدولية في مجال تسليم المطلوبين.

(f) States should examine possibilities for central authorities to collect and disseminate statistical information on mutual legal assistance requests, including the nature of the assistance requested or provided and the legal basis for such cooperation;
(و) ينبغي أن تدرس الدول الإمكانيات المتاحة للسلطات المركزية لجمع وتعميم المعلومات الإحصائية عن طلبات المساعدة القانونية المتبادلة، بما في ذلك المعلومات عن طبيعة المساعدة المطلوبة أو المقدَّمة والأساس القانوني للتعاون في هذا الخصوص؛

The group recognized with pleasure that the United Nations Office on Drugs and Crime (UNODC) has established, on the basis of the information so received, an online directory for central authorities designated under articles 16 and 18 of the Convention and article 8 of the Migrants Protocol.

(ج) تنظيم دورات تدريبية للسلطات المركزية وغيرها من السلطات المنخرطة في التعاون القضائي على الصعيدين الإقليمي والأقاليمي والمشاركة فيها، خصوصا مع إشراك الدول الأطراف التي يربط بينها تدفق هذا الاتجار باعتبارها بلدانا تُستعمل كبلدان منشأ أو عبور أو مقصد للاتجار بالأشخاص.

The Office also co-organized a regional conference with the League of Arab States on international and regional cooperation to combat transnational organized crime, held in Egypt in February 2014, which provided an opportunity for central authorities to discuss the particular challenges of international cooperation in cases involving digital evidence.
وشارك المكتبُ أيضاً في تنظيم مؤتمر إقليمي مع جامعة الدول العربية عن التعاون الدولي والإقليمي لمكافحة الجريمة المنظَّمة عبر الوطنية عُقِدَ في مصر في شباط/فبراير 2014، وقد أتاح هذا المؤتمر الفرصة للسلطات المركزية لمناقشة التحدِّيات البالغة الماثلة أمام التعاون الدولي في القضايا التي تنطوي على أدلَّة رقمية.

45- وأحاط المؤتمر علما إضافة إلى هذا باستنتاجات وتوصيات سلسلة حلقات العمل الإقليمية التي نظّمتها الأمانة عملاً بمقرر المؤتمر 3/2 لفائدة السلطات المركزية وقضاة الاتصال وغيرهم من القضاة والمدّعين العامين والممارسين المكلّفين بمعالجة مسائل تسليم المجرمين والمساعدة القانونية المتبادلة.

In the same decision, the Conference welcomed the holding, in Bogota, Cairo, Dakar, Kuala Lumpur and Vienna in 2007 and 2008, of regional workshops for central authorities, liaison magistrates, judges, prosecutors and practitioners responsible for handling extradition and mutual legal assistance, organized by the Secretariat pursuant to Conference decision 3/2.
14- ورحَّب المؤتمر، في المقرَّر ذاته، بقيام الأمانة بتنظيم حلقات عمل إقليمية لفائدة السلطات المركزية وقضاة الاتصال وغيرهم من القضاة والمدّعين العامين والأخصائيين الممارسين المسؤولين عن معالجة مسائل تسليم المجرمين والمساعدة القانونية المتبادلة، وذلك في بوغوتا وداكار والقاهرة وكوالا لمبور وفيينا في عامي 2007 و2008، عملاً بمقرَّر المؤتمر 3/2.

(t) Took note of the conclusions and recommendations of the series of regional workshops organized by the Secretariat pursuant to Conference decision 3/2, held in Bogota, Cairo, Dakar, Kuala Lumpur and Vienna in 2007 and 2008, for central authorities, liaison magistrates, judges, prosecutors and practitioners responsible for handling extradition and mutual legal assistance;
