١٣ - ينبغي للترتيبات الاقليمية المتعلقة بنزع السلاح والحد من اﻷسلحة أن تكون مفتوحة لمشاركة كل الدول المعنية، وأن يتفق عليها اتفاقا حرا فيما بين هذه الدول على أساس مبدأ تساوي السيادة لكل الدول.

٣ - إن التدابير الفعالة لنزع السلاح والحد من اﻷسلحة على الصعيد العالمي، وخاصة في ميدان اﻷسلحة النووية وغيرها من أسلحة التدمير الشامل فضلا عن اﻷسلحة التقليدية، لها تأثير ايجابي على جهود نزع السلاح والحد من اﻷسلحة على الصعيد الاقليمي.

12. The States participating in regional arrangements for disarmament and arms limitation should define, as appropriate, the region to which the arrangements among them apply.
١٢ - ينبغي للدول المشاركة في ترتيبات اقليمية لنزع السلاح والحد من اﻷسلحة أن تحدد، عند الاقتضاء، المنطقة التي تسرى عليها الترتيبات الموضوعة بين هذه الدول.

٢٦ - يمكن للترتيبات الاقليمية لنزع السلاح والحد من اﻷسلحة أن تهيئ مناخا مواتيا ييسر التسوية السياسية للمنازعات، أو الصراعات الاقليمية.

Regional arrangements for disarmament and arms limitation should include appropriate verification measures, as agreed upon by the parties concerned, to ensure compliance.
٢٩ - ينبغي أن تتضمن الترتيبات الاقليمية لنزع السلاح والحد من اﻷسلحة تدابير تحقق ملائمة، على النحو الذي تتفق عليه اﻷطراف المعنية، وذلك لضمان التقيد بتلك الترتيبات.

Hence, this draft resolution does not meet the United Nations-endorsed requirement that the establishment of nuclear-weapon-free zones — and, indeed, of all regional arrangements for disarmament and arms limitation — should be based on an appropriate definition of “region”, taking into account the specific characteristics of the region and the full range of security concerns of the States of the region.
