Accordingly, it is essential to review further the relevant allocation as well as the range of items included in the distribution plan for phase IX in order to improve expeditiously the nutritional status of children.

وفي ضوء الشواغل الخطيرة التي أعربت عنها الأطراف كافة، ومن بينها حكومة العراق، فيما يتعلق بحالة تغذية الأطفال، أوصي بأن توضح حكومة العراق كيف يمكن للموارد المحدودة المخصصة في خطة التوزيع للمرحلة التاسعة أن تفي بتحقيق أهداف الحكومة في تحسين حالة تغذية الأطفال.

This underscores a suggestion made by the United Nations during the discussions held on the distribution plan for phase IX for the qualitative enhancement of the food basket, with the possible introduction of a coupon system to enable sections of the population to purchase these commodities from among available farm products marketed through mobile government stores.
وهذا يبرز اقتراحا قدمته الأمم المتحدة خلال المناقشات التي أجريت بشأن خطة التوزيع للمرحلة التاسعة لتعزيز سلة الأغذية من حيث النوع، مع إمكانية إدخال نظام للقسائم من أجل تمكين قطاعات السكان من شراء هذه السلع من المنتجات الزراعية المتوفرة التي يتم تسويقها عن طريق مخازن الحكومة المتنقلة.

3. The distribution plan for phase IX is budgeted at $5.556 billion, compared with $7.13 billion for the previous phase (S/2000/733, annex II, enclosure, para. 3).

35. I therefore welcome the decision of the Government of Iraq to allocate $1.58 billion to meet the food, nutrition and health needs of the Iraqi population under the distribution plan for phase IX. The food allocation would allow the Government to meet the recommended caloric level of 2,472 kilocalories and 60.2 grams of protein per person per day.

142. As indicated in my letter dated 13 February 2001, part 10 of the distribution plan for phase IX makes provision for a special allocation of $387 million, which is intended to support lasting infrastructural assets and service delivery for the continuing benefit of needy groups through projects implemented in the health, housing, and water and sanitation sectors.

53. As at 14 May 2001, a total of 278 applications for contracts valued at over $1.1 billion had been approved against the allocated $1,275 million for food purchases under the distribution plan for phase IX. Total programme stocks at the end of April 2001 stood at 883,040 metric tons.

157. I am also very much concerned that the $5.556 billion required for the implementation of the approved distribution plan for phase IX (S/2001/134) may not be available owing to the substantial drop in the oil exports from Iraq under the programme since December 2000.

4. The estimated total revenue forecast for phase IX (before the deduction for pipeline fees) is 6.5 billion euros, or $5.7 billion, at current prices and rate of exchange.

The food ration distributed during the reporting period provided an average of 2,209 kilocalories and 46.33 grams of protein per person/day, which corresponds to 89 per cent and 77 per cent, respectively, of the 2,472 kcal and 60.2g of protein per person/day contained in the approved distribution plan for phase IX (S/2000/733).
