ACC, by its decision 1991/9, established an ad hoc working group on early warning of refugees and displaced persons and designated the then Office for Research and the Collection of Information (ORCI) as the focal point for the coordination and monitoring related to possible refugee flows.
٥٧ - وأنشأت لجنة التنسيق الادارية، بمقررها ١٩٩١/٩، فريقا عاملا مخصصا للانذار المبكر الخاص باللاجئين والمشردين وعينت مكتب البحوث وجمع المعلومات القائم في ذلك الحين بوصفه مركزا للتنسيق من أجل التنسيق والرصد المتصلين بتدفق موجات اللاجئين المحتملة.

In respect of the P-4 post, it should be recalled that a request for a new P-4 post to help establish and maintain the computerized data system of the former Office for Research and the Collection of Information was included in the proposed programme budget for the biennium 1992-1993.

Until the middle of 1992, the provision of direct support to the Secretary-General was ensured through a network of offices, referred to as the Offices of the Secretary-General, which included, in addition to the Executive Office, the Office for Special Political Affairs, the Office for Political and General Assembly Affairs and Secretariat Services and the Office for Research and the Collection of Information.

Acting on a request of the Office for Research and the Collection of Information of the Secretariat, JIU undertook in 1989-1990 a study on the coordination of activities related to early warning of possible refugee flows, the findings of which were presented to the General Assembly at its forty-fifth session (A/45/649).
٧ - وقامت وحدة التفتيش المشتركة، بناء على طلب من مكتب البحوث وجمع المعلومات باﻷمانة العامة، بدراسة في الفترة ١٩٨٩-١٩٩٠ عن تنسيق اﻷنشطة المتعلقة باﻹنذار المبكر باحتمال تدفق موجات من اللاجئين، عُرضت نتائجها على الجمعية العامة في دورتها الخامسة واﻷربعين (A/45/649).

Recommendation No. 2: The Secretary-General should make administrative arrangements (financial, staffing, etc.) for the Office for Research and the Collection of Information within the resources available aiming at increasing the capacity of this Office in early warning of refugee flows.
التوصية رقم ٢: ينبغي لﻷمين العام اجراء ترتيبات إدارية )مالية والتزويد بالموظفين، الخ( لمكتب البحوث وجمع المعلومات في حدود الموارد المتاحة بهدف زيادة قدرة هذا المكتب في مجال الانذار المبكر بتدفق موجات من اللاجئين

(a) Assuring the rapid transmission of information to the Office for Research and the Collection of Information and to the executive heads of specialized agencies that may assist the Secretary-General to discharge his responsibilities for early warning of possible refugee flows and may enable the organizations to address more efficiently the problems in undertaking their operational activities;
)أ( ضمان سرعة نقل المعلومات إلى مكتب البحوث وجمع المعلومات وإلى الرؤساء التنفيذيين للوكالات المتخصصة التي يمكن أن تساعد اﻷمين العام في النهوض بمسؤولياته في مجال الانذار المبكر باحتمال تدفق موجات من اللاجئين وتمكن المنظمات من التصدي بكفاءة أكبر للمشاكل عند الاضطلاع بأنشطتها التنفيذية؛

(d) Set forth a regular inter-agency consultative mechanism that should consider concrete cases of early warning of possible refugee flows and meet urgently in case of emergencies (the Office for Research and the Collection of Information and UNHCR serving as the joint convener and secretariat of such a mechanism);
)د( أن تعلن إنشاء آلية استشارية منتظمة مشتركة بين الوكالات تنظر في الحالات المحددة للانذار المبكر واحتمال حدوث تدفقات من اللاجئين وتجتمع على عجل في حالة حدوث حالات طارئة )ويشترك مكتب البحوث وجمع المعلومات، ومفوضية اﻷمم المتحدة لشؤون اللاجئين في الدعوة إلى انعقادها، وهما يعملان بمثابة اﻷمانة لهذه اﻵلية(؛
