Such an information base was currently being built in two parallel dynamic processes: (a) information on the implementation of the Convention was gathered through the self-assessment process; and (b) methods for reviewing the implementation of the Convention were tested through the voluntary pilot programme for reviewing implementation.

In the opinion of the Government of Finland, the holding of such a dialogue among experts (as is done, for example, in the framework of initiatives of the Organization for Economic Cooperation and Development (OECD), the Group of States against Corruption (GRECO) of the Council of Europe, and the European Union) is the single most useful part of any process for reviewing implementation.

He urged delegations to focus on three priorities: (a) explaining what had been done at the national level to fight corruption and implement the Convention as a way of completing the self-assessment phase; (b) identifying gaps and technical assistance needs, for which self-assessments could help to identify what still needed to be done; and (c) supporting the rapid development of a solid mechanism for reviewing implementation.

The establishment of an effective mechanism for reviewing implementation sits at the heart of the Convention against Corruption, as was the case with the United Nations Convention against Transnational Organized Crime (General Assembly resolution 55/25, annex I) and the Protocols thereto (Assembly resolutions 55/25, annexes II and III, and 55/255, annex).
