By decision 3/COP.1, the Conference, inter alia, decided to accept the offer of the Secretary-General of the United Nations for the United Nations to provide the administrative and support arrangements for the Convention secretariat.
٥٥- وبموجب المقرر ٣/م أ-١، قرر المؤتمر، في جملة أمور، قبول العرض المقدﱠم من اﻷمين العام لﻷمم المتحدة بأن توفر اﻷمم المتحدة الترتيبات اﻹدارية وترتيبات الدعم ﻷمانة الاتفاقية.

١- يلاحظ مع التقدير العرض المقدم من اﻷمين العام لﻷمم المتحدة بتوفير الترتيبات اﻹدارية وترتيبات الدعم ﻷمانة الاتفاقية على النحو الوارد في الوثيقتين A/AC.241/44 وA/AC.241/55؛

His delegation would be willing to support funding for the Convention secretariat from the Organization's regular budget provided that the secretariat was fully accountable within United Nations management structures.
ويرغب وفده في تأييد تمويل أمانة الاتفاقية من الميزانية العادية للمنظمة بشرط أن تجري مساءلة اﻷمانة مساءلة تامة في إطار الهياكل اﻹدارية لﻷمم المتحدة.

3. Consequently, an institutional arrangement for the Convention secretariat should respect the distinct character of the Convention and provide for the autonomy, responsiveness and accountability of its secretariat.
٣ - ونتيجة لذلك، ينبغي أن يحترم الترتيب المؤسسي ﻷمانة الاتفاقية الطابع المميز للاتفاقية وأن يوفر ﻷمانتها عناصر الاستقلال والاستجابة والمسؤولية.

The United Nations Under-Secretary-General for Administration and Management, after consultation with the Executive Secretary, has established detailed administrative arrangements for the Convention secretariat.
٠١- ووضع وكيل اﻷمين العام لﻷمم المتحدة للشؤون الادارية والتنظيم، بعد التشاور مع اﻷمين التنفيذي، الترتيبات الادارية المفصلة ﻷمانة الاتفاقية.

21. The Secretary-General notes that the provision and maintenance of office space for the Convention secretariat may be covered by arrangements with the host Government, once the physical location of the secretariat is decided by the Conference of the Parties.
١٢- يلاحظ اﻷمين العام أن مسألة توفير وصيانة أماكن المكاتب ﻷمانة الاتفاقية قد تغطيها الترتيبات التي ستعقد مع الحكومة المضيفة.

The representative of Canada extended his congratulations to the Federal Republic of Germany and expressed his confidence that it would provide a friendly and hospitable environment for the Convention secretariat, and he extended his best wishes to the secretariat.
٨٠١- وقدم ممثل كندا تهانيه لجمهورية ألمانيا الاتحادية وقال إنه واثق من أنها ستهيئ بيئة ودية ومضيافة ﻷمانة الاتفاقية وأعرب لﻷمانة عن أطيب تمنياته.

However, as stated above (para. 12), the choice of the source of administrative support for the Convention secretariat would best be made in knowledge of the decision of the COP on physical location.
بيد أنه كما ذكر أعلاه )الفقرة ٢١(، سيتم اختيار مصدر الدعم الاداري ﻷمانة الاتفاقية بأفضل وجه عند معرفة القرار الذي سيتخذه مؤتمر اﻷطراف في الاتفاقية بشأن موقعها المادي.
