٥١- عملاً بالمادة ١١-١، يقرر مؤتمر اﻷطراف لﻵلية المالية سياساتها وأولوياتها البرنامجية ومعايير اﻷهلية المتعلقة بالاتفاقية، وتعمل اﻵلية بتوجيهات مؤتمر اﻷطراف وتكون مسؤولة أمامه.
