The general principles of the criteria for the identification of least developed countries applied by the Committee, as reviewed and confirmed at its seventh session in 2005, are rooted in the criteria already established by the Committee's predecessor, the Committee for Development Planning, in the 1970s.

B. The relevance of vulnerability for the identification of least developed countries

Since the early 1990s, most efforts to quantify vulnerability have focused on economic and environmental vulnerabilities rather than social ones, in line with the efforts made within the United Nations system to devise an economic vulnerability index to be used as a criterion for the identification of least developed countries.
