In this context, it reiterates its call upon the Alliance of Democratic Forces for the Liberation of Congo/Zaire and others concerned in the region to cooperate fully with the recently established United Nations investigative mission by ensuring unimpeded access to all areas and sites under investigation, as well as the security of the members of the mission.

The Rapporteur has taken particular account of a report on the situation in Kivu, prepared by a commission appointed by the Evangelical Lutheran Church, chaired by Bishop Kasukuti Ngoy and comprising other eminent persons; this was possible with the support of the authorities of the Alliance of Democratic Forces for the Liberation of Congo—Zaire (AFDL), as is expressly stated.

50. It is indisputable that the Alliance of Democratic Forces for the Liberation of Congo—Zaire is far from fulfilling its commitments to respect human rights.
٠٥- ويبدو واضحاً أن تحالف القوات الديمقراطية لتحرير الكونغو - زائير بعيد كل البعد عن الوفاء بتعهداته فيما يتصل باحترام حقوق اﻹنسان.

The victory of the Alliance of Democratic Forces for the Liberation of Congo over the Mobutu dictatorship is indeed a victory of progressive and pan-African Africa over obscurantism, pessimism, morbidness and defeatism, which for such a long time were pretexts for certain Powers to keep political and strategic control of the continent.
