Articles 13, 15 and 16 provide a set of guarantees for the respect of the rights of individuals and as such form a very useful part of the text.
تنص المواد ١٣ و ١٥ و ١٦ على مجموعة من الضمانات لاحترام حقوق اﻷفراد ومن ثم فهي تشكل جزءا مفيدا جدا من النص.

They are necessary for the respect of the rights and reputations of others and for the protection of national security, public order, public health and morals.
وهذه القيود لازمة لاحترام حقوق اﻵخرين وسمعتهم ولحماية اﻷمن الوطني والنظام العام والصحة واﻵداب العامة.

12. The freedom of expression may only be subject to restrictions that are necessary for the respect of the rights and reputation of others, and for the protection of national security.
12- ولا يجوز تقييد حرية التعبير إلا في الحدود الضرورية لاحترام حقوق وسمعة الآخرين وحماية الأمن القومي.

وتنص المادة ٩١ المذكورة أعلاه على أن ممارسة الحق في حرية التعبير يستتبع واجبات ومسؤوليات خاصة ويجوز إخضاعه للقيود التي ينص عليها القانون والتي تكون ضرورية لاحترام حقوق اﻵخرين أو سمعتهم ولحماية جملة أمور منها اﻵداب العامة.

Similarly, the rights guaranteed by article 19 of the Covenant might only be limited if the restrictions in question are provided by law and are necessary for the respect of the rights or reputations of others, or for the protection of national security or of public order, or of public health or morals.
وبالمثل لا يجوز أن تُقيَّد الحقوق التي تكفلها المادة 19 من العهد إلا إذا كانت هذه القيود محددة بنص القانون وكانت ضرورية لاحترام حقوق الآخرين أو سمعتهم، أو لحماية الأمن القومي أو النظام العام، أو الصحة العامة أو الآداب العامة.

Other developments, such as the dismissal in June 1996 of 150 women, including some of Sudan's most renowned female journalists, out of 200 workers who lost their jobs at two State-owned media houses, raise concerns of discrimination against women on a political basis and certainly do not contribute to a favourable environment for the respect of the rights of women in the Sudan.
وهناك تطورات أخرى، مثل فصل ٠٥١ إمرأة، منهن بعض أشهر الصحفيات السودانيات، من مجموع ٠٠٢ عامل فقدوا وظائفهم في وكالتين اعلاميتين مملوكتين للدولة في حزيران/يونيه ٦٩٩١، تثير القلق بشأن التمييز ضد المرأة بسبب سياسي ولا تسهم بالتأكيد في تهيئة بيئة مؤاتية لاحترام حقوق المرأة في السودان.

The Committee considers that, to the extent that the restriction relates to the rights of Presidential candidates, this restriction may also fall within the terms of article 19, paragraph 3 (a) (necessary for the respect of the rights of others).
وترى اللجنة أنه ما دام التقييد يتعلق بحقوق المرشحين الرئاسيين، فقد تسري عليه أيضاً أحكام الفقرة 3 من المادة 19 (اللازمة لاحترام حقوق الغير).

Moreover, paragraph 3 precisely indicates to which cases these restrictions could apply: (a) for the respect of the rights or reputations of others; (b) for the protection of national security or of public order (ordre public), or of public health or morals.

4. While freedom of expression was one of the cornerstones of any democratic society, the foundations of such a society also needed guarantees for the respect of the rights of others, to ensure the necessary balance between all human rights and fundamental freedoms.

7.7 The Committee recalls that article 19, paragraph 3, of the Covenant allows certain restrictions only as provided by law and necessary (a) for the respect of the rights and reputation of others, and (b) for the protection of national security or public order (ordre public) or public health or morals.

The exercise of these rights can therefore be limited, but the limitations must be provided by law and be necessary for the respect of the rights and reputation of others, the protection of the public order, health or morals.
ويمكن بالتالي إخضاع ممارسة هذه الحقوق لبعض القيود ولكن شريطة أن تكون محددة بنص القانون وأن تكون ضرورية لاحترام حقوق الآخرين أو سمعتهم أو لحماية الأمن القومي أو النظام العام أو الصحة العامة أو الآداب العامة().

However, article 19, paragraph 3, of the Covenant, imposes special duties and responsibilities on the rights holder and thus the right to freedom of expression may be subjected to certain restrictions that shall be provided by law and are necessary: (a) for the respect of the rights or reputation of others; and (b) for the protection of national security or public order, or of public health or morals.

Under article 19 of ICCPR, the right to freedom of expression, including in the form of art, may be subject to certain restrictions that are provided by law and are necessary (a) for the respect of the rights or reputations of others; or (b) for the protection of national security or of public order, or of public health or morals.
26- وبموجب المادة 19 من العهد الدولي الخاص بالحقوق المدنية والسياسية، يمكن أن يخضع الحق في حرية التعبير، بما في ذلك في شكل الفن، إلى قيود معينة ينص عليها القانون وتكون ضرورية (أ) لاحترام حقوق الآخرين أو سمعتهم؛ أو (ب) حماية الأمن القومي أو النظام العام أو الصحة العامة أو الأخلاقيات.

(n) To review their procedures, practices and legislation, as necessary, to ensure that any limitations on the right to freedom of opinion and expression are only such as are provided by law and are necessary for the respect of the rights and reputations of others, or for the protection of national security or of public order (ordre public) or of public health or morals;
