It recalled that the Optional Protocol could not be applied retroactively and that the Committee was precluded ratione temporis from examining alleged violations of the Covenant insofar as the alleged events occurred prior to the date of entry into force of the Optional Protocol for the State party concerned.

However, the Committee noted with regret that the report had been submitted more than three years late, contrary to the provisions of article 19, paragraph 1, which stipulates that States parties should submit initial reports within one year after the entry into force of the Convention for the State party concerned.

This report is submitted in accordance with article 29 of the Convention for the Protection of All Persons from Enforced Disappearance, which states that each State Party shall submit to the Committee, through the Secretary-General of the United Nations, a report on the measures taken to give effect to its obligations under the Convention, within two years after the entry into force of the Convention for the State party concerned.
