(c) Non-proliferation of weapons of mass destruction and of vehicles for their delivery in all its aspects
)ج( عدم انتشار أسلحة التدمير الشامل ووسائل إيصالها من جميع جوانبه

1. It is essential to define the geographical scope of the Middle East region and to transform it into a zone free of weapons of mass destruction, including the means for their delivery. The following steps can be taken in this regard:
١ - أهمية تحديد النطاق الجغرافي لمنطقة الشرق اﻷوسط وجعلها منطقة خالية من أسلحة الدمار الشامل، باﻹضافة إلى وسائل إيصالها ويمكن اتخاذ الخطوات التالية في هذا الشأن:

The importer also undertakes not to divert, re-export or trans-ship the goods without a written permission of the Division and the export control authorities of the foreign exporting country, as well as to inform the export control authorities, in case it has come to their knowledge that the goods might be used for production of WMD or means for their delivery.

The procedure for its application is laid down in decision No. 57 of the Government of the Russian Federation of 22 January 1998 " On strengthening controls over the export of dual-use goods and services associated with weapons of mass destruction and the missiles for their delivery " and in decision No. 634 of the Government of the Russian Federation of 29 August 2001.
