4 - وذكر أنه عند تطوير وإصلاح عمليات حفظ السلام ينبغي أن يكون التركيز على الالتزام بمبادئ الميثاق وتوجيهات مجلس الأمن والحياد الدقيق وعدم استخدام القوة إلا دفاعاً عن النفس.

48. The Panel concurs that consent of the local parties, impartiality and use of force only in self-defence should remain the bedrock principles of peacekeeping.
48 - يتفق الفريق على أن موافقة الأطراف المحلية والنـزاهة وعدم استخدام القوة إلا للدفاع عن النفس ينبغي أن تكون هي الأسس الوطيدة لحفظ السلام.

36. The guiding principles and sole guarantee of the impartiality, integrity and credibility of peacekeeping forces were neutrality and the use of force only in self-defence, in addition to maintaining the national sovereignty and territorial integrity of host States and non-interference in their internal affairs.
