وإذ تسلم بأن ثمة اتفاقا واسع النطاق في اللجنة المخصصة على أن إبرام اتفاق دولي، أو اتفاقات دولية لمنع حدوث سباق تسلح في الفضاء الخارجي ما زال يمثل المهمة اﻷساسية للجنة، وأن المقترحات المحددة بشأن تدابير بناء الثقة يمكن أن تشكل جزءا لا يتجزأ من هذه الاتفاقات.
