The Board had requested that a report be submitted to it at each of its sessions on developments in that regard, as well as on other actions which might be taken by individual member organizations of the Fund to provide assistance to those former Fund participants.

It was also agreed that the list of the former Fund participants to be covered by the proposed agreement would be finalized in consultations involving the Fund secretariat, the Government of the Russian Federation and the Association of Former International Civil Servants in Moscow, and that the actuarial costs of implementing the proposed agreement would be provided to the Government of the Russian Federation.

The matter had also been raised by former Fund participants in a number of legal forums within the Russian Federation, including a case that is pending before the Constitutional Court of the Russian Federation.
كذلك أثار المشتركون السابقون في الصندوق هذه المسألة في عدد من المحافل القانونية داخل الاتحاد الروسي، ومنها حالة لا تزال معلقة أمام المحكمة الدستورية في الاتحاد الروسي.

She noted that under the new proposed agreement, to which the General Assembly had concurred in 1996, the Government of the Russian Federation would be responsible for the full cost of restoring the pension rights of the former Fund participants.

It also appealed to the Secretary-General and the Secretary/CEO of the Fund to continue to intensify their efforts to identify lasting, satisfactory and comprehensive solutions to the problems and concerns of the former Fund participants affected.

He received unofficial information from AFICS/Moscow, indicating that extensive discussions had taken place in Moscow involving representatives from the ministries of Labour and Social Development, Finance and Foreign Affairs on preparing legislation to adjust selectively the national pensions of some of the former Fund participants.

237. When a final list of the former Fund participants covered by the proposed agreement was available, the actuarial costs of implementing the proposed agreement would be provided to the Russian Government; the proposed agreement would not enter into effect until the first of 10 annual instalment payments of the actuarial cost involved had been made to the Fund by the Government of the Russian Federation.
٧٣٢ - وعندما تتوفر قائمة نهائية بأسماء المشتركين السابقين في الصندوق المشمولين بالاتفاق المقترح. ستقدم إلى الحكومة الروسية التكاليف الاكتوارية لتنفيذ الاتفاق المقترح؛ ولن يدخل الاتفاق المقترح حيز النفاذ إلا بعد قيام حكومة الاتحاد الروسي بسداد أول دفعة من اﻷقساط السنوية العشرة للتكاليف الاكتوارية ذات الصلة.

(c) Noted that some Member States have expressed concern that the proposed agreement only covered certain former Fund participants who were now citizens of the Russian Federation (i.e., it did not cover former participants who had been nationals of the USSR at the time of the transfers of their pension rights, but were now nationals of the independent States);

248. In 1991, at the request of the Board, the Secretary contacted the Governments of the Russian Federation, Ukraine and Belarus in order to commence discussions with respect to the claims and representations he had received from former Fund participants resident in the former USSR, Byelorussian SSR and Ukrainian SSR.

Whereas former Fund participants from the USSR who transferred their accrued pension rights from the Fund to the USSR Social Security Fund in accordance with the terms of the Agreement ( " transferees " ) have not received national pensions which took into account both their periods of contributory service with the Fund and the amounts paid on their behalf to the USSR Social Security Fund, as required by the Agreement;
وحيث أن المشتركين السابقين في الصندوق من اتحاد الجمهوريات الاشتراكية السوفياتية الذين نقلوا حقوقهم المستحقة في المعاشات التقاعدية ) " المنقولة حقوقهم " ( لم يحصلوا على معاشات تقاعدية وطنية تأخذ في الاعتبار مدد خدمتهم المدفوع عنها اشتراكات في الصندوق والمبالغ التي دفعت لحسابهم لصندوق الضمان الاجتماعي لاتحاد الجمهوريات الاشتراكية السوفياتية، حسبما اقتضاه الاتفاق؛

The Board reiterated its deep concern and sympathy for the difficult conditions faced by the former Fund participants whose UNJSPF pension rights had been transferred to the USSR Social Security Fund under the Transfer Agreements and who were now facing acute hardships.
٧٤٢ - وأعرب المجلس مرة اخرى عن بالغ قلقه وتعاطفه إزاء الظروف الصعبة التي يواجهها المشتركون السابقون في الصندوق الذين نقلت استحقاقات تقاعدهم في الصندوق الى صندوق الضمان الاجتماعي في الاتحاد السوفياتي بموجب اتفاقات النقل والذين يواجهون حاليا صعوبات كبيرة.
