وفي عام 1993 اعتمدت الدول الأعضاء إعلان وبرنامج عمل فيينا الذي يؤكد أن " العنف القائم على أساس الجنس وجميع أشكال المضايقة الجنسية والاستغلال الجنسي منافية لكرامة الإنسان وقدره، ويجب القضاء عليها " .
