Legislative mandates are translated into concrete programme activities through the preparation of a strategic framework, which has replaced the four-year medium-term plan in accordance with General Assembly resolution 58/269 of 23 December 2003, and includes a biennial programme plan for the programme on drugs and crime.

18. The replacement of the present four-year medium-term plan by a biennial programme plan which would constitute part one of the strategic framework would call for it to be renamed as " Strategic framework for the biennium 20xx-20xx: Part One, Biennial Programme Plan " .
18 - والاستعاضة عن الخطة الحالية المتوسطة الأجل لفترة أربع سنوات بخطة برنامجية لفترة سنتين ستشكل الجزء الأول من إطار استراتيجي، سيتطلب إطلاق اسم جديد على تلك الخطة هو " الإطار الاستراتيجي لفترة السنتين xx20-xx20: الجزء الأول، الخطة البرنامجية لفترة السنتين " .

(a) The Assembly, in its resolution 58/269, decided to replace the four-year medium-term plan with a strategic framework and decided that the approved budget outline and strategic framework should together form the basis for preparing the proposed programme budget;
(أ) قررت الجمعية العامة في قرارها 58/269 استبدال الخطة المتوسطة الأجل لأربع سنوات بإطار استراتيجي، وقررت أن يشكل مخطط الميزانية المعتمد والإطار الاستراتيجي معا أساسا لإعداد الميزانية البرنامجية المقترحة؛

4. A four-year medium-term strategic plan is proposed by the Executive Director and submitted to and approved by the Executive Board.
4 - وقد اقترح المدير التنفيذي خطة استراتيجية متوسطة الأجل مدتها أربع سنوات وقدمها إلى المجلس التنفيذي الذي أقرها.

This strategic framework will replace the current four-year medium-term plan.
وهذا الإطار الاستراتيجي سيحل محل الخطة المتوسطة الأجل الحالية ذات الأربع سنوات.

2. The General Assembly, in its resolution 58/269, requested the Secretary-General to prepare for submission to the Assembly a biennial strategic framework to replace the four-year medium-term plan.
2 - وطلبت الجمعية العامة في قرارها 58/269 إلى الأمين العام أن يعد إطارا استراتيجيا لفترة سنتين لتقديمه إلى الجمعية العامة لكي يحل محل الخطة المتوسطة الأجل ذات السنوات الأربع.
