This week, the Fourth UN Conference on LDCs in Istanbul takes place against the backdrop of much unrest in the Middle East and North Africa region.

The Seminar was held in the context of the implementation of the UNCTAD X Plan of Action and the resolution adopted by the Fourth UN Conference to Review All Aspects of the UN Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices.

He referred to the capacity-building activities undertaken and documents prepared by the UNCTAD secretariat in this area, in line with the resolution adopted by the Fourth UN Review Conference on the Set of Principles and Rules, and with the Doha Declaration.

31- وعملاً بالطلب الوارد في القرار الذي اعتمده مؤتمر الأمم المتحدة الرابع المعني باستعراض جميع جوانب المجموعة(6)، عُقد اجتماع الخبراء المعني بمصالح المستهلكين والقدرة التنافسية والمنافسة والتنمية في الأونكتـاد في الفترة من 17 إلى 19 تشرين الأول/أكتوبر 2001.

We stress that the Fourth UN Conference on LDCs will represent an important opportunity for our countries and our development partners to critically review past performance, especially in areas of failures and weak implementation, and develop a new common action-oriented strategic framework for the next decade for effectively assisting our countries in their development efforts in a growingly complex and changing world.
ونؤكد على أن مؤتمر الأمم المتحدة الرابع المعني بأقل البلدان نموا سيمثل لبلداننا ولشركائنا الإنمائيين فرصة هامة لاستعراض الأداء السابق بعين ناقدة، لا سيما في المجالات التي شهدت إخفاقا وضعفا في التنفيذ، ولوضع إطار استراتيجي مشترك جديد عملي المنحى للعقد القادم من أجل مساعدة بلداننا على نحو فعال في جهودها الإنمائية في عالم متزايد التعقيد والتغير؛

The present report is a revised version of a report () with the same title, which was submitted to the Fourth UN Conference to Review All Aspects of the Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices (25-29 September 2000).

There had been one subsequent amendment: the thirty-sixth session of the Working Party on the Medium-term Plan and the Programme Budget would take place from 11 to 15 September, and the Fourth UN Review on the Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices would take place from 25 to 29 September.
