The ending of the cold war, the holding of a number of international conferences in the 1990s and the adoption of the Agenda for Development had given reason for hope that the international community was prepared to build a world free from the scourge of war, conflict and poverty; however, the commitments undertaken in terms of finance and transfer of technology to the developing countries had not yet materialized.
٤٥ - وأوضح أن انتهاء الحرب الباردة وانعقاد شتى المؤتمرات الدولية في التسعينات واعتماد خطة للتنمية قد أدى إلى بروز آمال بأن المجتمع الدولي مهيأ لبناء عالم متحرر من ويلات الحرب والنزاعات والبؤس، لكنه لم يتحقق حتى اﻵن أي من الالتزامات التي عقدت فيما يتعلق بالتمويل ونقل التكنولوجيا إلى البلدان النامية.
