3-4 ويدفع صاحب البلاغ كذلك بأنه لم يحصل على المساعدة القانونية المجانية في إجراءات إعادة النظر في القرارات الصادرة بشأن تزوير وثائق والتواطؤ بشكل غير مباشر في تزوير السجلات الرسمية والاحتيال ومخالفة بسيطة لقانون الأجانب، وأن ذلك يشكل انتهاكا للفقرة 3 (د) من المادة 14 من العهد.
