٤٢ - وكان معظم المانحين قد أعربوا في اجتماع " أصدقاء الكونغو " عن رغبتهم في إدراج مساعداتهم المقبلة في إطار برنامج متسق ﻹعادة التعمير والتنمية الاجتماعية - الاقتصادية في اﻷجلين المتوسط والطويل.

The Assembly would welcome the 4 December 1997 meeting of the “Friends of the Congo”, chaired by the World Bank in Brussels, as an important step in establishing dialogue between the Government and the donor community.

That is why I appeal urgently to the United Nations and more specifically to the “Friends of the Congo” — which at the Brussels conference decided to provide the assistance needed to rebuild the Democratic Republic of the Congo — to contribute to the trust fund established for that purpose, with a view to helping in the economic recovery and the rebuilding of my country.

22. In the year ahead, ECA expects to provide further technical assistance to the Democratic Republic of the Congo, at the request of the Government, in the five priority areas that it identified at the Brussels meeting of the “Friends of the Congo”.
٢٢ - وفي السنة القادمة، تتوقع اللجنة الاقتصادية ﻷفريقيا أن تقدم المزيد من المساعدات التقنية لجمهورية الكونغو الديمقراطية، بناء على طلب الحكومة، في مجالات اﻷولوية الخمسة التي حددتها في اجتماع " أصدقاء الكونغو " المعقود في بروكسل.

وقد أعرب غالبية المانحين أثناء اجتماع " أصدقاء الكونغو " عــن رغبتهــم في تسجيل مساهمتهم المقبلة في إطار برنامج منسق للتعمير والتنمية الاجتماعية - الاقتصادية في اﻷجلين المتوسط والطويل ولكن القدرات الوطنية على متابعة اﻷنشطة الجارية واﻹعراب عن استراتيجيات إنمائية والدخول في مفاوضات مع القطاع الخاص قد تدهورت إلى حد بعيد.
