13. In light of an incident in November 2012 in which a troop rotation being carried out by external contractors came under fire en route to the airport in Damascus, UNDOF has shifted the conduct of its troop rotations from Damascus to Beirut and abandoned outsourcing in favour of internal management through the newly established movement control office.
13 - وفي ضوء حادث وقع في تشرين الثاني/نوفمبر 2012 حيث كانت عملية تناوب للقوات يتولاها متعهدون خارجيون قد تعرضت لإطلاق النار وهي في طريقها إلى المطار في دمشق، قامت قوة الأمم المتحدة لمراقبة فض الاشتباك بنقل عمليات تناوب قواتها من دمشق إلى بيروت، ولم تعد القوة تعهد بها إلى جهات خارجية بل تدار داخليا عن طريق ' مكتب مراقبة الحركة` المنشأ حديثا.

Administrative functions that must be carried out in the Syrian Arab Republic have also been relocated from Camp Faouar to Damascus, in order to mitigate security risks to UNDOF personnel and to enable continued support to the Office of the Joint Special Representative of the United Nations and the League of Arab States for Syria in Damascus (ibid., para. 10).
كذلك فإن المهام الإدارية التي يجب أداؤها في الجمهورية العربية السورية من معسكر الفوار إلى دمشق من أجل التخفيف من المخاطر الأمنية المرتبطة بالانتقال اليومي للموظفين المدنيين في القوة ومن أجل التمكين من مواصلة تقديم الدعم إلى مكتب الممثل الخاص المشترك للأمم المتحدة وجامعة الدول العربية المعني بسوريا في دمشق (المرجع نفسه، الفقرة 10).

During 2006-2010, there was an increase in the number of females serving as: college deans from none to two at Aleppo University and from two to three at Tishreen University; assistant deans from three to nine at Aleppo University and from 1 to 10 at Tishreen University; and department heads from 21 to 24 at Damascus University, from seven to nine at Aleppo University and from 15 to 19 at Tishreen University.
256- وازداد عدد السيدات بمنصب عميد الكلية بين الأعوام 2006-2010 من (صفر) إلى (2) في جامعة حلب، ومن (2) إلى (3) في جامعة تشرين، وبمنصب نائب العميد من (3) إلى (9) في جامعة حلب ومن (1) إلى (10) في جامعة تشرين، وبمنصب رئيس قسم من (21) إلى (24) في جامعة دمشق ومن (7) إلى (9) في جامعة حلب ومن (15) إلى (19) في جامعة تشرين.

26. It is recalled that the General Assembly, in paragraph 7 of its resolution 53/226 of 8 June 1999, requested the Secretary-General to expedite the process of improving the working conditions of the Force, taking into account the difficulties arising from the relocation of Force headquarters from Damascus to Camp Faouar, and to report thereon to the Assembly at its fifty-fourth session.

466. In the field of statistics, ESCWA continued the development and maintenance of databases on energy and industry. A workshop on the implementation of the 1993 System of National Accounts was held at Amman from 12 to 19 December 1994 and another workshop on industrial statistics took place at Damascus from 26 November to 6 December 1994.
٦٦٤ - وفي مجال الاحصاءات، واصلت اللجنة تطوير وصيانة قاعدة البيانات بشأن الطاقة والصناعة، وعقدت حلقة عمل بشأن تنفيذ نظام الحسابات القومية لعام ١٩٩٣ في عمان في الفترة من ١٢ إلى ١٩ كانون اﻷول/ديسمبر ١٩٩٤، وحلقة عمل أخرى بشأن الاحصاءات الصناعية عقدت في دمشق في الفترة من ٢٦ تشرين الثاني/نوفمبر إلى ٦ كانون اﻷول/ديسمبر ١٩٩٤.

His delegation welcomed chapter V of document A/57/688, which confirmed that the repeated requests by the General Assembly to improve the working conditions of local staff by making an allowance for the additional difficulties resulting from the transfer of UNDOF headquarters from Damascus to Camp Faouar, had been heeded, and also stated that a fruitful dialogue had been instituted between the UNDOF Administration and the local staff.
وقال إن وفده يرحب بالفصل الخامس من الوثيقةِ A/57/688 الذي يؤكد امتثال طلبات الجمعية العامة المتكررة لتحسين شروط عمل الموظفين المحليين بإعطائهم علاوة للصعوبات الإضافية الناتجة عن نقل مقر قيادة قوة الأمم المتحدة لمراقبة فض الاشتباك من دمشق إلى مخيم الفوار؛ وقال أيضاً إن حواراً مفيداً بدأ بين قيادة القوة والموظفين المحليين.

نُقِلَت 12 مركبة مدرعة و 100 مركبة أخرى من برينديزي إلى بعثة الأمم المتحدة للمراقبة في الجمهورية العربية السورية. ووصلت أول دفعة من المركبات إلى دمشق خلال ساعات من صدور الإذن بالبعثة من مجلس الأمن. وسُحِب ما قيمته 8.6 ملايين دولار من مخزونات النشر الاستراتيجية لدعم بدء تشغيل البعثة بسرعة في نيسان/أبريل 2012.

An overrun in common staff costs resulted in part from the lower estimates for the Field Service category and in part from the reclassification of UNDOF headquarters from an “A” to a “B” duty station effective 1 July 1994 in connection with its relocation from Damascus to Camp Faouar, which resulted in an additional payment for mobility and hardship allowance to international civilian staff.
١٠- وكان هناك إنفاق زائد في تكاليف الموظفين العامة، عزي جزئيا إلى انخفاض التقديرات المتصلة بفئة الخدمات الميدانية وجزئيا عن إعادة تصنيف مقر القوة من مركز عمل من الفئة " ألف " الى مركز عمل من الفئة " باء " اعتبارا من ١ تموز/يوليه ١٩٩٤ بسبب نقله من دمشق الى معسكر الفوار، مما نشأ عنه دفع مبالغ إضافية كبدل للتنقل والمشقة للموظفين المدنيين الدوليين.

(a) Relocation of UNDOF headquarters from Damascus to Camp Faouar in 1994 caused inconvenience to UNDOF staff who live in Damascus and who are required to commute a distance of 60 kilometres one way, from Damascus to Camp Faouar.
(أ) تسبّب نقل مقر قوة الأمم المتحدة لمراقبة فض الاشتباك من دمشق إلى معسكر الفوار عام 1994 في مصاعب لموظفي القوة المقيمين في دمشق، إذ يتوجب عليهم قطع مسافة 60 كيلومترا يوميا من دمشق إلى معسكر الفوار.

Demonstrations had been organized on 21 April 2004 by hundreds of citizens of the occupied Golan in the main square of Majdal Shams and by five representatives of the Committee of Support for Syrian Prisoners in front of the ICRC office in Damascus to protest against detention conditions in Israeli jails of prisoners from the occupied Golan, Lebanon and Palestine.
ونظم مئات من مواطني الجولان المحتل يوم 21 نيسان/أبريل 2004 مظاهرات في الساحة الرئيسية لبلدة مجدل شمس، كما نظم خمسة ممثلين للجنة دعم الأسرى والمعتقلين في الجولان السوري المحتل مظاهرة أمام مكتب لجنة الصليب الأحمر الدولية بدمشق احتجاجا على ظروف الاعتقال في السجون الإسرائيلية لسجناء من الجولان المحتل ولبنان وفلسطين.

Unfortunately, if we must talk about the situation of Palestinian children, let me say that, since the outbreak of the Palestinian terrorist intifada in September 2000, Israel has found itself facing a particularly difficult situation in which terrorist organizations, many of which are acting on instructions received from headquarters sheltered in Damascus, have made increasing use of children and minors in acts of violence against Israelis.
وإذا كان علينا للأسف أن نتحدث عن وضع الأطفال الفلسطينيين، فاسمحوا لي القول إنه منذ اندلاع الانتفاضة الفلسطينية الإرهابية في أيلول/سبتمبر 2000، وجدت إسرائيل نفسها تواجه وضعا صعبا بشكل خاص وعمدت فيه على نحو متزايد المنظمات الإرهابية التي يعمل العديد منها وفق تعليمات تأتيها من مقارها في دمشق، إلى توظيف الأطفال والقاصرين في أعمال عنف ضد الإسرائيليين.

45. A needs assessment of the northern Syrian Arab Republic and the report of the Syrian Needs Analysis Project, dating from May and April 2013, respectively, confirmed that there was a problem with humanitarian access in the north of the country, including Aleppo and Idlib, as well as Rural Damascus, Quneitra, Dara'a, Dayr al-Zawr, and al-Raqqa, as a result of constraints on freedom of movement for humanitarian agencies.
45 - وأكد تقييم للاحتياجات في شمال الجمهورية العربية السورية أجري في أيار/ مايو 2013، وكذلك مشروع تحليل احتياجات سوريا يعود لشهر نيسان/أبريل من العام نفسه، أن هناك مشكلة في إيصال المساعدات الإنسانية إلى شمال البلد، بما في ذلك حلب وإدلب، وكذلك إلى ريف دمشق والقنيطرة ودرعا ودير الزور والرقة، وذلك نتيجة للقيود المفروضة على حرية تنقل الوكالات الإنسانية.
