1. The Authority shall, in accordance with the Convention and the Agreement, establish and keep under periodic review environmental rules, regulations and procedures to ensure effective protection for the marine environment from harmful effects which may arise from activities in the Area.
1 - تضع السلطة، وفقا لأحكام الاتفاقية والاتفاق، قواعد وأنظمة وإجراءات بيئية لضمان الحماية الفعالة للبيئة البحرية من الآثار الضارة الناجمة عن الأنشطة المضطلع بها في المنطقة، وتستعرضها دوريا.

100. As noted in paragraph 72 above, the Convention requires the Authority to ensure effective protection of the marine environment from activities in the Area.
100 - على نحو ما أشير إليه في الفقرة 72 أعلاه، تشترط الاتفاقية على السلطة كفالة توفير الحماية الفعالة للبيئة البحرية من الأنشطة في المنطقة.

(f) " Serious harm to the marine environment " means any effect from activities in the Area on the marine environment which represents a significant adverse change in the marine environment determined according to the rules, regulations and procedures adopted by the Authority on the basis of internationally recognized standards and practices.

7. Official statistics on the economic contribution of forests are derived largely from activities in the formal forest sector.

Since it is the responsibility of the Authority, under article 145 of the Convention, to ensure that measures are taken to protect the flora and fauna of the marine environment from harmful effects that may arise from activities in the Area, it is equally obvious that evaluation of the ecology of the deep ocean is a very important aspect of the Authority's work.

In relation to the benthic ecosystem, the International Seabed Authority is in the process of establishing a framework to manage successfully threats to the marine environment and its biodiversity from activities in the Area, through its regulations on prospecting and exploration.
وفيما يتعلق بالنظم الإيكولوجية القاعية، فإن السلطة الدولية لقاع البحار بصدد وضع إطار عمل لإدارة المخاطر التي تتهدد البيئة البحرية وتنوعها البيولوجي من الأنشطة في المنطقة وبنجاح، وذلك من خلال الأنظمة التي وضعتها للتنقيب والاستكشاف.

It can equally be inferred that, if the Authority determines that approval of a plan of work would permit a State party or entities sponsored by it to monopolize the conduct of activities in the Area or to preclude other States parties from activities in the Area, such a plan of work should not be approved.

Activities must be carried out for the benefit of mankind as a whole and the Authority must provide for the equitable sharing of financial and other economic benefits derived from activities in the Area (article 140).

7. States parties to the Convention are required to adopt complementary laws and regulations to prevent, reduce and control pollution of the marine environment from activities in the Area undertaken by vessels, installations, structures and other devices flying their flag or of their registry or operating under their authority.
7 - والدول الأطراف في الاتفاقية ملزمة باعتماد قوانين وأنظمة تكميلية لمنع وخفض تلوث البيئة البحرية والسيطرة على هذا التلوث الناشئ عما تقوم به من أنشطة في المنطقة السفن والمنشآت والتركيبات وغيرها من الأجهزة التي ترفع علمها أو تكون مسجلة فيها أو تعمل تحت سلطتها.

وهي مُلزِمة أيضا، بموجب المادتين 145 و 209، بضمان الحماية الفعالة للبيئة البحرية من الآثار الضارة التي قد تنشأ عن الأنشطة المنفذة في المنطقة.

76 Article 209, paragraph 1, reads: " International rules, regulations and procedures shall be established in accordance with Part XI to prevent, reduce and control pollution of the marine environment from activities in the Area.
(76) تنص الفقرة 1 من المادة 209 على ما يلي: " توضع وفقا للجزء الحادي عشر قواعد وأنظمة وإجراءات دولية لمنع تلوث البيئة البحرية الناشئ عن الأنشطة في المنطقة وخفضه والسيطرة عليه.
