Resolution 425 (1978) is quite clear and unambiguous. The Security Council calls upon Israel immediately to withdraw its forces from all Lebanese territory.
إن القرار ٤٢٥ يتميز بدقة ووضوح متعمدين، حيث أن مجلس اﻷمن طالب من خلاله إسرائيل بانسحاب كامل من جميع اﻷراضي اللبنانية المحتلة حتى الحدود الدولية، وفوري، دون تجزئة مرحلية لهذا الانسحاب.

Resolution 425 (1978) is quite clear and unambiguous. The Security Council calls upon Israel immediately to withdraw its forces from all Lebanese territory.
إن القرار ٤٢٥ يتميز بدقة ووضوح متعمدين، حيث أن مجلس اﻷمن طالب من خلاله إسرائيل، بانسحاب كامل من جميع اﻷراضي اللبنانية المحتلة حتى الحدود الدولية، وفوري، دون تجزئة مرحلية لهذا الانسحاب.

Lebanon believes that from the day resolution 1701 (2006) was adopted, Israel has failed to honour its obligation to implement it or to withdraw from all occupied Lebanese territory, and has persisted in violating Lebanese sovereignty, thereby ensuring that no progress has been made in the implementation of resolution 1701 (2006) with respect to obliging Israel to withdraw from all Lebanese territory and cease its infractions.
وبما أنه لم يتم تحقيق أي تقدم على صعيد تطبيق القرار 1701 لجهة إلزام إسرائيل بالانسحاب من الأراضي اللبنانية كافة ووقف انتهاكاتها، يود لبنان أن يشير إلى الأمور التالية:

“1. Calls upon Israel immediately to cease its military action against the Lebanese territorial integrity and withdraw forthwith its forces from all Lebanese territory;
" ١ - يطلب الى اسرائيل أن تكف فورا عن أعمالها العسكرية المرتكبة ضد السلامة الاقليمية للبنان وأن تسحب قواتها فورا من اﻷراضي اللبنانية كافة؛

It is also a blatant violation of the sanctity and integrity of Lebanon's territory and its sovereignty over the occupied Shab'a Farms and of Security Council resolution 1701 (2006), under which Israel is obliged to withdraw from all Lebanese territory.
كما يشكل هذا الخرق انتهاكا صارخا لحرمة ووحدة الأراضي اللبنانية وللسيادة اللبنانية على مزارع شبعا المحتلة، وللقرار 1701 الذي يوجب على إسرائيل الانسحاب من كامل الأراضي اللبنانية.

It should call on the aggressor to withdraw from all Lebanese territory and to compensate that country for the devastation of its economy.
ويطالب المعتــدي بالانسحاب الكامل من جميع اﻷراضي اللبنانية ودفع التعويضات عن التدمير الذي ألحقه بالبنى اﻷساسية للاقتصاد والحياة في لبنان.

Rather than succumb to the occupation of their land by force, the people of Lebanon, as sanctioned by the Charter of the United Nations, exercise their legal right of individual and collective resistance until Israel withdraws its forces from all Lebanese territory.
ويقوم شعب لبنان، بدلا من الخضوع لاحتلال أراضيه بالقوة وعلى نحو ما يأذن به ميثاق اﻷمم المتحدة، بممارسة حقه القانوني في المقاومة الفردية والجماعية لحين سحب اسرائيل لقواتها من جميع اﻷراضي اللبنانية.

Israel cannot attain full peace without complete withdrawal. In the same vein, international efforts should intensify to ensure full implementation of Security Council resolution 425 (1978) which requires unconditional Israeli withdrawal from all Lebanese territory and the exercise by the Lebanese Government of its sovereignty over all Lebanese territory, including the South.
وأشير إلى ضرورة تكاتف الجهود الدولية في سبيل ضمان تنفيذ قرار مجلس اﻷمن ٤٢٥ )١٩٧٨( القاضي بالانسحاب الاسرائيلي غير المشروط من جميع اﻷراضي اللبنانية وبما يحقق للحكومة اللبنانية ممارسة سيادتها على جميع اﻷراضي اللبنانية بما فيها الجنوب، وبما يحفظ وحدة التراب اللبناني ويؤمن سلامة لبنان ويصون استقلاله.

However, the draft resolution before us, despite our efforts with its sponsors, failed to address our particular concern, which is the implementation of Security Council resolution 425 (1978) calling for Israel to withdraw forthwith its forces from all Lebanese territory to the internationally recognized boundaries of Lebanon.
بيد أن مشروع القرار المعروض علينا، على الرغم من الجهود التي بذلناها مع مقدمي المشروع، لم يتناول شاغلنا اﻷساسي المتمثل في تنفيذ قرار مجلس اﻷمن ٤٢٥ )١٩٧٨( الذي يطالب اسرائيل بسحب قواتها من جميع اﻷراضي اللبنانية حتى حدود لبنان المعترف بها دوليا.

The members reaffirmed their commitment to Lebanon's sovereignty and territorial integrity and urged the Security Council to show its resolve to implement its resolution 425 (1978), which calls upon Israel to withdraw its forces from all Lebanese territory.
وأكد اﻷعضاء من جديد التزامهم بسيادة لبنان وسلامته اﻹقليمية وحثوا مجلس اﻷمن على إظهار تصميمه على تنفيذ قراره ٤٢٥ )١٩٧٨( الذي يطالب اسرائيل بسحب قواتها من جميع اﻷراضي اللبنانية.

غير أن مشروع القرار المعروض علينا، على الرغم من المحاولات التي بذلناها مع مقدميه، يقصر عن معالجة شاغلنا الخاص المتعلق بتنفيذ قرار مجلس اﻷمن ٤٢٥ )١٩٧٨(، الذي يطالب اسرائيل بسحب قواتها فورا من جميع اﻷراضي اللبنانية الى حدود لبنان المعترف بها دوليا.

55. It was an unfortunate paradox that Israel should be celebrating its fiftieth year as a Member of the United Nations while continuing to disregard all General Assembly and Security Council resolutions, and, in particular, Security Council resolution 425 (1978), which called upon Israel to withdraw forthwith its forces from all Lebanese territory.
٥٥ - وقال إن من المفارقات المؤسفة أن تحتفل إسرائيل بمرور خمسين سنة على انضمامها إلى منظمة اﻷمم المتحدة في حين أنها لا تزال تتصرف ضاربة بعرض الحائط كل قرارات الجمعية العامة ومجلس اﻷمن، وخاصة القرار ٤٢٥ )١٩٧٨( الذي يدعو إسرائيل إلى الانسحاب الفوري غير المشروط من جميع اﻷراضي اللبنانية.

Lebanon hereby calls for the full implementation of Security Council resolution 425 (1978), in which the Council calls upon Israel to cease its military action against Lebanese territorial integrity and withdraw forthwith its forces from all Lebanese territory.
وتدعــو لبنــان، بموجب هذه الرسالة، إلى التنفيذ الكامل لقرار مجلس اﻷمن التابع لﻷمم المتحدة ٤٢٥ )١٩٧٨( الذي " يطلب إلى إسرائيل أن توقف أعمالها العسكرية ضد سلامة اﻷراضي اللبنانية وأن تسحب قواتها على الفور من جميع اﻷراضي اللبنانية " .

2. Requests the international community, especially the United Nations, to use the necessary measures to force Israel to desist from such violations and to implement Security Council resolutions 425 (1978), 426 (1978) and 509 (1982), which demand Israel's complete, immediate and unconditional withdrawal from all Lebanese territory, and respect for the sovereignty, independence and territorial integrity of Lebanon;
٢ - مطالبة المجتمع الدولي، ولا سيما منظمة اﻷمم المتحدة، باتخاذ اﻹجراءات الضرورية لردع اسرائيل عن قيامها بهذه الانتهاكات وتنفيذ قرارات مجلس اﻷمن ٤٢٥ )١٩٧٨( و ٤٢٦ )١٩٧٨( و ٥٠٩ )١٩٨٢( التي تقضي بانسحاب اسرائيل الفوري الكامل وغير المشروط من جميع اﻷراضي اللبنانية واحترام سيادة لبنان واستقلاله وسلامة أراضيه.

The need for Israel to withdraw from all Lebanese territory, including the Sheba farms and Kafr Shuba hills, and from the Lebanese part of the village of Ghajar to behind the Blue Line, pursuant to the relevant international resolutions, in particular Security Council resolution 1701 (2006);
- ضرورة انسحاب إسرائيل من الأراضي اللبنانية كافة بما فيها مزارع شبعا وتلال كفر شوبا اللبنانية وكذلك ضرورة انسحاب إسرائيل من الجزء اللبناني من بلدة الغجر إلى ما وراء الخط الأزرق، وذلك استنادا إلى القرارات الدولية ذات الصلة ولا سيما القرار 1701،

Likewise, the Lebanese-Israeli negotiating track is governed by United Nations Security Council resolution 425 (1978), which clearly calls for the immediate, unconditional withdrawal of Israeli forces from all Lebanese territory.
كذلك فإن المسار اللبناني الاسرائيلي يحكمه القرار رقم ٤٢٥ )١٩٧٨( الصادر عن مجلس اﻷمن، والذي يقضي بشكل واضح وصريح بالانسحاب الفوري وغير المشروط للقوات الاسرائيلية من اﻷراضي اللبنانية.

In that regard, we must also recall that Security Council resolution 425 (1978) called upon Israel to withdraw from all Lebanese territory.
وفي هذا السياق، لا بد من التذكير بأن القرار 425 (1978) دعا إسرائيل إلى الانسحاب من كامل الأراضي اللبنانية.
