وما فعلته إثيوبيا ردا على هذا العدوان الذي لم يسبقه استفزاز هو التنديد بالعدوان ومطالبة إريتريا بالانسحاب من اﻷراضي اﻹثيوبية.

During the past nine months, the Eritrean regime not only has consistently sabotaged and rejected all peace proposals, but also has carried out provocative military actions, in order to create an atmosphere of general crisis and to divert the attention of the international community from addressing the core issue, namely, Eritrean withdrawal from Ethiopian territory.
وخلال اﻷشهر التسعة الماضية، لم يكتف النظام اﻹريتري بعرقلة جميع مقترحات السلام ورفضها باستمرار، بل قام أيضا بأعمال عسكرية استفزازية، لخلق مناخ أزمة عامة وتحويل اهتمام المجتمع الدولي عن معالجة القضية الجوهرية وهي انسحاب إريتريا من اﻷراضي اﻹثيوبية.

Under these circumstances and in line with the modus operandi which has now become familiar, Eritrea has seen fit to encourage a shift in emphasis from the demand for its withdrawal from Ethiopian territory to talks about what Eritrea hopes would be a permanent cessation of hostilities which would consecrate its occupation of Ethiopian territory.
وفي ظل هذه الظروف ووفقا ﻷسلوب العمل الذي أصبح معتادا اﻵن، رأت إريتريا أنه من المناسب تشجيع التحول في بؤرة التركيز من المطالبة بانسحابها من اﻷراضي اﻹثيوبية إلى الحديث عما تأمل إريتريا في أن يكون وقف دائم لﻷعمال الحربية وهو ما سيؤدي إلى تكريس احتلالها لﻷراضي اﻹثيوبية.

In the event that the Eritrean Government and the Popular Front do not desist from this dangerous action and withdraw from Ethiopian territory without any precondition, the Ethiopian Government will take all the necessary measures that the situation demands to safeguard the sovereignty and territorial integrity of our country.
وفي حالة عدم امتناع الحكومة اﻹريترية والجبهة الشعبية عن هذه اﻷعمال الخطيرة، وعدم الانسحاب من اﻷراضي اﻹثيوبية دون أية شروط مسبقة، ستتخذ الحكومة اﻹثيوبية جميع التدابير اللازمة التي تتطلبها الحالة مـن أجــل صـون سيادة بلدنا وسلامته اﻹقليمية.

Whether Ethiopia does this or not wholly depends on whether there is a possibility for ensuring the withdrawal of Eritrean troops from Ethiopian territory peacefully, as has been proposed by the facilitators and as was endorsed by the Assembly of Heads of State and Government of the Organization of African Unity (OAU).
أما إن كانت ستفعل ذلك أم لا فيتوقف بالكامل على ما إذا كانت هناك إمكانية لكفالة انسحاب القوات اﻹريترية من اﻷراضي اﻹثيوبية بالطرق السلمية على نحو ما اقترحه الميسرون وأيدته جمعية رؤساء دول وحكومات منظمة الوحدة اﻷفريقية.

This is one of the key elements of the resolution by the Security Council and Eritrea cannot say yes to the decision by the Council, and then in the same breath pretend that it is not required by the same resolution to accept the proposal of the facilitators one of whose key elements is Eritrea's withdrawal from Ethiopian territory.
ويمثل ذلك أحد العناصر الرئيسية في قرار مجلس اﻷمن، ولا يمكن ﻹريتريا أن تقبل بقرار المجلس، ثم أن تدعي في نفس اللحظة أن القرار ذاته لا يتطلب منها أن توافق على مقترح اﻷطراف الميسﱢرة الذي يتمثل أحد عناصره الرئيسية في انسحاب إريتريا من اﻷراضي اﻹثيوبية.

In this context, the international community has the responsibility of continuing to put pressure on the Eritrean regime to withdraw its troops from Ethiopian territory on the basis of the proposal made by the facilitators and endorsed by the OAU as well as now supported by the Security Council.
وفي هذا السياق، تقع على عاتق المجتمع الدولي مسؤولية الاستمرار في الضغط على النظام اﻹريتري لكي يسحب قواته من اﻷراضي اﻹثيوبية على أساس المقترح المقدم من اﻷطراف الميسﱢرة والذي أيدته منظمة الوحدة الافريقية، ويحظى اﻵن بدعم مجلس اﻷمن.

But it turned out, which could have surprised no one, that what the Eritrean authorities had in store for OAU as a response to its peace proposal, which has been called by the Security Council " fair and balanced " , was first a set of questionnaires and then amendments to the proposal, which in effect said " No " to the OAU request that Eritrea withdraw from Ethiopian territory.
غير أنه اتضح، فيما لم يكن مفاجأة ﻷحد، أن ما كانت تدخره إريتريا لمنظمة الوحدة اﻷفريقية ردا على اقتراحها للسلام الذي وصفه مجلس اﻷمن بأنه " عادل ومتوازن " كان أولا مجموعة من اﻷسئلة، ثم تعديلات للاقتراح تقول في واقع اﻷمر " لا " لطلب المنظمة بانسحاب إريتريا من اﻷراضي اﻹثيوبية.

And the statement further makes it clear that " in the event that the Eritrean Government and the Popular Front do not desist from this dangerous action and withdraw from Ethiopian territory without any precondition, the Ethiopian Government will take all the necessary measures that the situation demands to safeguard the sovereignty and territorial integrity of our country " .
ويوضح البيان كذلك أنه " في حالة عدم كف الحكومة اﻹريترية والجبهة الشعبية عن هذا الفعل الخطير، وعدم الانسحاب من اﻷراضي اﻹثيوبية دون أي شرط مسبق، ستتخذ الحكومة اﻹثيوبية جميع التدابير اللازمة التي تقتضيها الحالة لحماية سيادة البلد ووحدة أراضيه " .

Because of our keen interest to exhaust whatever diplomatic openings are available and because of the responsibility we have to do whatever is necessary, we have shown readiness to explain our position to these friends, the thrust of our message being that Eritrean troops would have to withdraw from Ethiopian territory unconditionally for negotiations to commence between the two countries on whatever disputes there might be between them.
وبدافع من اهتمامنا الشديد باستنفاذ جميع السبل الدبلوماسية المتاحة، وبدافع من المسؤولية التي على عاتقنا بأن نبذل قصارى جهدنا، فلقد أبدينا استعدادنا لتوضيح موقفنا لهؤلاء اﻷصدقاء، وكان محور رسالتنا هو أن على القوات اﻹريترية أن تنسحب من اﻷراضي اﻹثيوبية دون شرط لكي تبدأ المفاوضات بين البلدين بشأن أي نزاع بينهما.

Obviously, this egregious falsehood, so flippantly and so vehemently told the Heads of State, was designed to undermine the resolution of the thirty-fourth Assembly of Heads of State and Government of the OAU, which, by endorsing the proposal of the United States of America-Rwanda facilitation, had, in effect, asked Eritrea to withdraw its forces from Ethiopian territory that they had occupied by force.
