On 7 November, in Kinshasa, the National Oversight Mechanism convened the second evaluation meeting to review implementation of the Nairobi Declarations to discuss progress on its road map, including the granting of amnesty to 559 ex-M23 elements, and its intention to conclude the repatriation of ex-M23 elements from Rwanda and Uganda by the end of December.
