`4` ينبغي أن تغتنم جميع الدول الأطراف فرصة انعقاد المؤتمر الاستعراضي الثاني كي تطرح على مستوى سياسي رفيع في عام 2009 مسألة تشجيع القبول العالمي للاتفاقية، وذلك بطرق منها السعي لضمان إشراك رؤسائها ورؤساء حكوماتها ووزراء خارجيتها ودفاعها لنظرائهم من الدول غير الأطراف في تشجيع التصديق أو الانضمام.
