On 28 April 2009, my Special Representative received a reply from the Government of Myanmar to the effect that it was not feasible to arrange a meeting with KNU/KNPP, as " the insurgency no longer exists in Myanmar, but there are only a few who have taken refuge in the neighbouring country " .

It is also a matter of regret that the absence of a response from the Government of Myanmar has not rendered possible the engagement of a constructive dialogue with the Government in the light of the analysis which the Special Rapporteur has made of the present situation, the current laws and practices, and the developments described in the report and which manifestly have an unfavourable impact on human rights in Myanmar.
