A. The principle that States shall refrain in their international relations from the threat or use of force

Every State has the duty to refrain in its international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations.
على كل دولة واجب الامتناع في علاقاتها الدولية عن التهديد باستعمال القوة أو استعمالها ضد السلامة الإقليمية أو الاستقلال السياسي لأية دولة، أو على أي نحو آخر يتنافى مع مقاصد الأمم المتحدة.

Reaffirming further that all States Members of the United Nations should refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations,

7. The Group of Non-Aligned States Parties to the Treaty reaffirms that, in accordance with the Charter of the United Nations, States must refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations.
7 - وتؤكد مجموعة دول عدم الانحياز الأطراف في المعاهدة من جديد أنه، وفقا لميثاق الأمم المتحدة، يجب على الدول أن تمتنع في علاقاتها الدولية عن اللجوء إلى التهديد بالقوة أو استخدامها ضد سلامة أراضي أية دولة أو استقلالها السياسي، أو بأي وجه آخر لا يتفق مع مقاصد الأمم المتحدة.

- وإذ تضعان في اعتبارهما اﻷحكام ذات الصلة من ميثاق اﻷمم المتحدة ولا سيما اﻷحكام التي تشير إلى التزام الدول بأن تمتنع في علاقاتها الدولية عن التهديد باستخدام القوة أو اللجوء الى استخدامها ضد السلامة اﻹقليمية أو الاستقلال السياسي ﻷي دولة،

It was not clear whether it referred to the obligation to refrain from the threat or use of force or to the competence of the organs of the United Nations to deal with breaches of an obligation, and, in the latter case, whether it was attempting to establish the United Nations prior right or parallel right to act.
