ويطلب مجلس الأمن إلى جميع الدول في المنطقة دون الإقليمية أن تكف عن تقديم الدعم العسكري إلى الجماعات المسلحة في البلدان المجاورة، وأن تتخذ إجراء لمنع المسلحين أفرادا وجماعات من استخدام أراضيها في الإعداد لهجمات على البلدان المجاورة أو في شنها.

Restates its demand that all States refrain from any action that might contribute to further destabilization of the situation in the subregion and further demands that all West African States take action to prevent armed individuals and groups from using their territory to prepare and commit attacks on neighbouring countries;

Recalling that paragraph 4 of resolution 1343 (2001) demanded that all States take action to prevent armed groups and individuals and groups from using their territory to prepare and commit attacks on neighbouring countries and refrain from any action that might contribute to further destabilization on the borders between Guinea, Liberia and Sierra Leone,

The Panel took particular note of paragraph 4 of this resolution, which demands that all States in the region take action to prevent armed individuals and groups from using their territory to prepare and commit attacks on neighbouring countries and refrain from any action that might contribute to further destabilization of the situation on the borders between Guinea, Liberia and Sierra Leone.

Furthermore, we believe the Security Council is under an obligation to take action against Guinea and Sierra Leone for violation of paragraph 4 of resolution 1343 (2001), which calls upon Member States of the Mano River Union " to prevent armed individuals and groups from using their territory to prepare and commit attacks on neighboring countries ... " .
