Specifically, the annex to the MOU outlines that it is expected, in anticipation of a replenishment of the GEF, that the COP will make an assessment of the amount of funds that are necessary to assist developing countries, in accordance with the guidance provided by the COP, in fulfilling their commitments under the Convention over the next GEF replenishment cycle, taking into account:
وجاء في مرفق مذكرة التفاهم تحديداًً أن من المتوقع، تحسّباً لتجديد موارد مرفق البيئة العالمية، أن يقوم مؤتمر الأطراف بتقدير مبلغ الأموال اللازمة لمساعدة البلدان النامية، وفقاً لتوجيه مؤتمر الأطراف، على الوفاء بالتزاماتها بموجب الاتفاقية على مدى الدورة المقبلة لتجديد موارد المرفق، واضعاً في اعتباره:

The UNFCCC Guidelines were developed to assist Parties in fulfilling their commitments under the Convention and related decisions of the COP.
٣- وضعت المبادئ التوجيهية لاتفاقية اﻷمم المتحدة اﻹطارية بشأن تغير المناخ لمساعدة اﻷطراف على الوفاء بالتزاماتها بموجب الاتفاقية والمقررات ذات الصلة الصادرة عن مؤتمر اﻷطراف.

In anticipation of a replenishment of the GEF, the COP will make an assessment of the amount of funds that are necessary to assist developing countries, in accordance with the guidance provided by the COP, in fulfilling their commitments under the Convention over the next GEF replenishment cycle, taking into account:
١ - يقوم مؤتمر اﻷطراف، توقعا ﻹعادة تجديد موارد مرفق البيئة العالمية، بإجراء تقييم لمبالغ التمويل اللازمة لمساعدة البلدان النامية، وفقا للتوجيه الذي يوفﱢره مؤتمر اﻷطراف، على الوفاء بالتزاماتها بموجب الاتفاقية على مدى دورة إعادة تجديد الموارد القادمة لمرفق البيئة العالمية آخذا في الاعتبار ما يلي:

The annex to the MOU prescribes that in anticipation of a replenishment of the GEF, the COP will make an assessment of the amount of funds that are necessary to assist developing countries, in accordance with the guidance provided by the COP, in fulfilling their commitments under the Convention over the next GEF replenishment cycle.
5- وينص المرفق بمذكرة التفاهم على أن يقوم مؤتمر الأطراف، قبل تجديد موارد مرفق البيئة العالمية، بتقدير مبلغ الأموال اللازمة لمساعدة البلدان النامية، وفقا لتوجيه مؤتمر الأطراف، على الوفاء بالتزاماتها بموجب الاتفاقية على امتداد الدورة القادمة لتجديد موارد مرفق البيئة العالمية.

As a result, emphasis has been placed on the positive, balanced, equitable, non-adversarial and non-discriminatory aspects that should characterize such a mechanism, whose ultimate purpose should be to assist Member States in fulfilling their commitments under the Convention.
186- ونتيجة لذلك، انصب الاهتمام على خصائص، الإيجابية والتوازن والعدل والبعد عن الأسلوب الخصامي وعدم التمييز التي ينبغي أن تتميّز بها تلك الآلية، التي ينبغي أن يكون هدفها النهائي هو مساعدة الدول الأعضاء على الوفاء بالتزاماتها بموجب الاتفاقية.

Action: The SBI will be invited to consider the documents shown below with a view to recommending a draft decision for adoption by the COP at its fourteenth session on the assessment of the funding necessary to assist developing countries in fulfilling their commitments under the Convention over the next replenishment cycle of the GEF.
22- الإجراء: ستدعى الهيئة الفرعية للتنفيذ إلى النظر في الوثائق المدرجة أدناه بغية التوصية بمشروع مقرر يعتمده مؤتمر الأطراف في دورته الرابعة عشرة بشان تقييم التمويل اللازم لمساعدة البلدان النامية على الوفاء بالتزاماتها بموجب الاتفاقية في الدورة المقبلة لتجديد موارد مرفق البيئة العالمية.

Action: The SBI will be invited to continue its deliberations on this issue with a view to recommending a draft decision on the assessment of the funding necessary to assist developing countries in fulfilling their commitments under the Convention over the next replenishment cycle of the GEF for adoption by the COP at its fourteenth session.
24- الإجراء: ستدعى الهيئة الفرعية للتنفيذ إلى مواصلة مداولاتها بشأن هذه المسألة بهدف التوصية بمشروع مقرر يعتمده مؤتمر الأطراف في دورته الرابعة عشرة بشأن تقييم التمويل اللازم لمساعدة البلدان النامية على الوفاء بالتزاماتها بموجب الاتفاقية وذلك في سياق الدورة المقبلة لتجديد موارد مرفق البيئة العالمية.

In response to the mandate in decision 5/CP.8, the secretariat has prepared a report on the assessment of funding necessary to assist developing countries in fulfilling their commitments under the Convention.
144- وتنفيذاًً للولاية الواردة في المقرر 5/م أ-8، أعدت الأمانة تقريراً بشأن تقييم التمويل اللازم لمساعدة البلدان النامية في الوفاء بالتزاماتها بموجب الاتفاقية().

Decides that the report on the assessment of funding necessary to assist developing countries in fulfilling their commitments under the Convention shall constitute an input of the Conference of the Parties to the fourth replenishment negotiations of the Global Environment Facility Trust Fund;
1- يقرر أن يكون التقرير المتعلق بتقييم التمويل اللازم لمساعدة البلدان النامية في الوفاء بالتزاماتها بموجب الاتفاقية إسهاماً من مؤتمر الأطراف في الجولة الرابعة من مفاوضات تجديد موارد الصندوق الاستئماني لمرفق البيئة العالمية؛

Requests the secretariat on the basis of the experience of international funds and multilateral financial institutions, to compile information that is relevant to address future investment needs of developing countries for the purposes of fulfilling their commitments under the Convention.
3- يطلب من الأمانة القيام، بالاستناد إلى خبرة الصناديق الدولية ومؤسسات التمويل المتعددة الأطراف، بتجميع المعلومات المناسبة لمعالجة احتياجات البلدان النامية من الاستثمار في المستقبل لأغراض الوفاء بالتزاماتها بموجب الاتفاقية.

At the same meeting, the Conference, acting upon a proposal by the President, adopted decision 9/CP.10 entitled " Assessment of funding to assist developing countries in fulfilling their commitments under the Convention " (FCCC/CP/2004/10/Add.1).
68- وفي الجلسة ذاتها، قام المؤتمر، بناء على اقتراح من الرئيس() باعتماد المقرر 9/م أ-10 المعنون " تقييم التمويل اللازم لمساعدة البلدان النامية في الوفاء بالتزاماتها بموجب الاتفاقية " (CCC/CP/2004/10/Add.1).
