At its second session, the Conference adopted resolution 2/1, in which it decided, inter alia, that the review mechanism should be non-punitive and identify difficulties encountered by parties in the fulfilment of their obligations under the Convention.

The review mechanism could be used to address problems and challenges faced in States parties (see paragraph 93 above) and to identify best practices implemented by States parties in the fulfilment of their obligations under the Convention.
