"fundamental constituent" - Translation from English to Arabic

Health care is one of the services guaranteed by the Constitution to every individual of society in Kuwait and is listed as a fundamental constituent of Kuwaiti society.
وتعتبر الرعاية الصحية من الخدمات التي كفلها الدستور لكافة أفراد المجتمع في الكويت، وتندرج ضمن المقومات الأساسية للمجتمع الكويتي.

Under the Constitution, education is regarded as a fundamental constituent of Kuwaiti society, as stipulated in section 2 thereof, which relates to those constituents. Article 13 provides that: " Education, being a fundamental requirement for social progress shall be guaranteed and promoted by the State. "
فقد اعتبر الدستور الكويتي التعليم من المقومات الأساسية للمجتمع الكويتي حيث نص عليه في الباب الثاني المتعلق بالمقومات الأساسية للمجتمع الكويتي، فقد أورد في المادة (13) منه أن " التعليم ركن أساسي لتقدم المجتمع، تكفله الدولة وترعاه " .
