Consistent and credible allegations of torture and ill-treatment were brought to the attention of the Special Rapporteur, particularly with respect to the General Intelligence Directorate (GID) for the purpose of obtaining confessions and intelligence in pursuit of counterterrorism and national security objectives, and within the Criminal Investigations Department (CID) to extract confessions in the course of routine criminal investigations.
وقد وجه نظر المقرر الخاص إلى ادعاءات متواترة وذات مصداقية بشأن التعذيب وسوء المعاملة، وتتعلق هذه الادعاءات بوجه خاص بالمديرية العامة للاستخبارات من أجل الحصول على اعترافات ومعلومات سعياً لمكافحة الإرهاب وفي سبيل الأمن الوطني، وداخل إدارة التحقيقات الجنائية للحصول على اعترافات خلال تحقيقات جنائية روتينية.

35. The Special Rapporteur confirms that the practice of torture is routine in GID and CID.
35- ويؤكِّد المقرر الخاص أن التعذيب يمارَس بشكل روتيني في دائرة المخابرات العامة وإدارة البحث الجنائي.

Upon his arrival, a border control officer alerted GID that Mr. Arar's name was on a list of wanted terrorists.
ولدى وصوله، قام أحد موظفي مراقبة الحدود بتنبيه دائرة المخابرات العامة إلى أن اسم السيد عرار مدرَج على قائمة بأسماء إرهابيين مطلوبين.

GID officials stated that he was not arrested but was asked to leave the country, and was given a choice of any destination to go to.

Similarly, according to article 7 of the 1964 General Intelligence Directorate Law, GID officers are tried by an intelligence court comprising of GID officials.
وبالمثل، ووفقاً للمادة 7 من قانون دائرة المخابرات العامة لعام 1964، يُحاكم موظفو هذه الدائرة من قِبَل محكمة مخابرات تتألف من مسؤولين من الدائرة نفسها.

From the responses and behaviour of the GID officials, it was apparent to the Special Rapporteur that GID had a strong interest in preventing the detainees from talking to him in private.

وزُعم بصفة خاصة أن دائرة المخابرات العامة تمارس التعذيب من أجل انتزاع الاعترافات تحقيقاً لأهداف مكافحة الإرهاب والمحافظة على الأمن القومي، وأن التعذيب يُمارس ضمن إدارة البحث الجنائي من أجل انتزاع الاعترافات في سياق التحقيقات الجنائية الاعتيادية.

41. The Special Rapporteur notes that GID is the pre-eminent institution entrusted with counter-terrorism activities in Jordan.
41- ويلاحظ المقرر الخاص أن دائرة المخابرات العامة هي المؤسسة الأبرز المكلَّفة بالاضطلاع بأنشطة مكافحة الإرهاب في الأردن.

Another case, which the Special Rapporteur discussed with GID representatives, concerns Mr. Maher Arar.

22. The Government informed that the allegations that he was detained and tortured by GID are pure fabrication, since he has never been in detention there.
22- وأبلَغت الحكومة أن الادعاءات القائلة بأنه احتُجز وعُذب من جانب دائرة المخابرات العامة هي محض اختلاق بالنظر إلى أنه لـم يُحتجز قط هناك.

Following the suicide bombings at hotels in Amman on 9 November 2005, she was arrested a few days later at her apartment by GID officers on suspicion of being a bomber.
عقب التفجيرات الانتحارية التي وقعت في فنادق في عمان في 9 تشرين الثاني/نوفمبر 2005، ألقى رجال دائرة المخابرات العامة القبض عليها بعد ذلك بعدة أيام في شقتها للاشتباه في كونها تفجيرية.
