22. To call upon States that have not done so, to consider becoming Parties to international and regional conventions, agreements and protocols, as appropriate, relevant to the achievement of the goals of the Global Programme of Action.

7 - وقامت بلدان كثيرة بإعداد برامج عمل وطنية أو بإدراج أهداف برنامج العمل العالمي في استراتيجياتها وسياساتها وبرامجها وتشريعاتها الوطنية.

(a) Reducing pollution from land-based activities. Preparation and implementation of national action plans for controlling marine pollution from land-based activities consistent with the goals of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities;
)أ( خفض التلوث من اﻷنشطة البرية - إعداد خطط عمل وطنية وتنفيذها للحد من التلوث البحري الناتج عن اﻷنشطة البرية اتساقا مع أهداف برنامج العمل العالمي لحماية البيئة البحرية من اﻷنشطة البرية؛

(b) Strengthening the capacity of small island developing States to develop and implement national and regional action plans consistent with the goals of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities;
)ب( تعزيز قدرة الدول الجزرية الصغيرة النامية على وضع خطط عمل وطنية وإقليمية وتنفيذ هذه الخطط بما يتسق مع أهداف برنامج العمل العالمي لحماية البيئة البحرية من اﻷنشطة البرية؛

(k) Ratify all multilateral environmental agreements and related protocols relevant to achievement of the goals of the Global Programme of Action as rapidly as possible.
(ك) التصديق على جميع الاتفاقيات البيئية متعددة الأطراف والبروتوكولات ذات الصلة بتحقيق أهداف برنامج العمل العالمي بأسرع ما يمكن.

(a) Exercise the political will necessary to achieve the goals of the Global Programme of Action, through identifying specific and quantitative goals for reducing adverse impacts from land-based activities from all nine source categories identified in the Global Programme of Action, and adopting appropriate, preferably binding, measures for achieving these goals;
(أ) أن تمارس الإرادة السياسية الضرورية لبلوغ أهداف برنامج العمل العالمي من خلال وضع أهداف محددة وكمية لخفض التأثيرات المعاكسة الناجم عن الأنشطة البرية من جميع فئات المصادر التسع المحددة في برنامج العمل العالمي، ولاعتماد تدابير مناسبة، يحبذ أن تكون ملزمة، لبلوغ هذه الأهداف؛

(d) Ensure that all development and management plans for river basins draining to coastal areas explicitly include protection of the marine and coastal environment and its living resources among their goals, thereby providing for the freshwater needs of river basin inhabitants and ecosystems, as well as achievement of the goals of the Global Programme of Action, in a holistic and integrated manner;
(د) التأكد من أن أهداف جميع خطط تطوير وإدارة صرف مياه أحواض الأنهار إلى المناطق الساحلية تتضمن بوضوح حماية البيئة البحرية والساحلية ومواردها الحية، وبذلك تلبى احتياجات سكان أحواض الأنهار والنظم الإيكولوجية فضلا عن تحقيق أهداف برنامج العمل العالمي بأسلوب شامل ومتكامل؛

(f) Endeavour to enhance communication and collaboration between environmental nongovernmental organizations in programmes and activities in support of the Global Programme of Action, and between environmental and other non-governmental organizations involved in activities (e.g., gender, micro-financing) relevant to achievement of the goals of the Global Programme of Action.
(و) السعي إلى تعزيز الاتصال والتعاون بين المنظمات غير الحكومية البيئية في برامج وأنشطة تساند برنامج العمل العالمي وبين المنظمات غير الحكومية الأخرى المشتركة في أنشطة (مثل القضايا الجنسانية والتمويل الجزئي للمشروعات) ذات صلة بتحقيق أهداف برنامج العمل العالمي.
