وإذ تسلم أيضاً بأن الحكم الذي يتسم بالشفافية والمسؤولية والمساءلة والمشاركة ويلبي احتياجات وتطلعات الشعب، بما في ذلك أعضاء الجماعات الضعيفة والمهمشة، هو الأساس الذي يقوم عليه الحكم السديد وبأن هذا الأساس شرط لا بُدّ منه لإعمال حقوق الإنسان، ومنها الحق في التنمية، إعمالاً كاملاً،
