During its sessions, the Working Group reviews, for each country, existing and new cases of disappearances processed by the Secretariat for transmission to the respective Governments, examines government replies and other information received since its previous session and adopts decisions on those questions.

Even more remarkable was the rate of government replies to the questionnaire: 64 per cent from countries that had received a visit of the Special Representative, while the average for the 118 countries reviewed in the report was 30 per cent.

7. As in previous years, the proportion of government replies received to communications sent during the period under review is problematically low.

She is concerned that according to the government replies received, the death penalty remains mandatory in Armenia, Barbados, Malaysia, Myanmar, Rwanda, Trinidad and Tobago, and Ukraine.

Some doubt had been expressed, however, both in the Commission and in government replies to the questionnaire, about whether common rules could be elaborated for all unilateral acts.
