4. For the purpose of effective implementation of the International Instrument, States are expected, as necessary, to establish laws, regulations and procedures to locate and mark unmarked government stocks, acquire and operate equipment for small arms and light weapons marking, conduct research into marking technologies, train staff on marking and exchange information on national marking regulations and practices.
4 - ولغرض تنفيذ الصك الدولي تنفيذاً فعالا، يُنتظر من الدول، حسب الاقتضاء، أن تضع قوانين وأنظمة وإجراءات لتحديد مكان المخزونات الحكومية غير الموسومة ووسمها، وحيازة وتشغيل المعدات اللازمة لوسم الأسلحة الصغيرة والأسلحة الخفيفة، وإجراء بحوث على تكنولوجيات الوسم، وتدريب الموظفين في مجال الوسم، وتبادل المعلومات بشأن الأنظمة والممارسات الوطنية في مجال الوسم.

Imported firearms shall bear a simple import marking permitting the identification of the country of import and, if possible, the year of import (art. 8, para. 1 (b)), and further markings are required when firearms are transferred from government stocks to civilian use (art. 8, para. 1 (c)) at the time of deactivation and final disposal.
