رابعاً- التدابير التي اعتمدتها حكومات اﻷقاليم

The United Kingdom had asked the Governments of the Territories whether they wished to see any fundamental changes in the constitutional relationship and the answer had been unanimous that they wished to retain the link with the United Kingdom;
وقد سألت المملكة المتحدة حكومات اﻷقاليم عن رغبتها في أن تشهد أي تغييرات جوهرية في العلاقة الدستورية، وكان الرد باﻹجماع هو أنها راغبة في اﻹبقاء على الصلة القائمة مع المملكة المتحدة؛

(b) Facilitation of direct and regular consultations between the elected Governments of the Territories and relevant United Nations organizations and bodies;

In that connection, the administering Powers, in cooperation with the Governments of the Territories, must facilitate programmes of political education in the Territories, promote their economic and social development, help to preserve their cultural identity and give priority to the strengthening and diversification of their economies.

" Recognizing that the wishes of the peoples in the Territories with regard to their political status can be ascertained by referendums and other forms of popular consultation, including free and fair elections conducted by the Governments of the Territories, " ;
" وإذ تدرك أن رغبات شعوب اﻷقاليم فيما يتعلق بوضعها السياسي يمكن التحقق منها باستفتاءات وغيرها من أشكال التشاور الشعبي، بما في ذلك إجراء انتخابات حرة ونزيهة من جانب حكومات اﻷقاليم " ؛

" 4 bis. Requests the administering Powers to report to the Secretary-General the results of any informed and democratic processes conducted by the Governments of the Territories which indicate the clear and freely expressed wish of the people to change the existing status of the Territory; "
" ٤ مكررا - تطلب الى الدول القائمة باﻹدارة أن تبلغ اﻷمين العام بنتائج أي عمليات منظمة وديمقراطية تجريها حكومات اﻷقاليم ويعبر فيها الشعب بوضوح وحرية عن رغبته في تغيير الوضع القائم لﻹقليم " ؛

31. Requests the Governments of the Territories within the mandate of the Special Rapporteur to cooperate with her and provide her on a regular basis with information about the actions they are undertaking to implement her recommendations;
١٣- ترجو من حكومات اﻷقاليم التي تندرج في ولاية المقررة الخاصة أن تتعاون معها وأن تزودها على أساس منتظم بالمعلومات عن اﻹجراءات التي تتخذها لتنفيذ توصياتها؛

" 4. Requests the administering Powers to report to the Secretary-General on the wishes and aspirations of the people of the Territories regarding their political status as expressed in any referendums and other forms of popular consultation, including free and fair elections conducted by the Governments of the Territories;

" ٤ - تطلب الى الدول القائمة باﻹدارة أن تبلغ اﻷمين العام برغبات شعوب اﻷقاليم وتطلعاتها فيما يتعلق بوضعها السياسي، التي تعبر عنها في الاستفتاءات وغيرها من أشكال التشاور الشعبي، بما في ذلك الانتخابات الحرة والنزيهة التي تجريها حكومات اﻷقاليم " ؛

56. In its work the Subcommittee had drawn on documents submitted by the Secretariat, statements by representatives of the administering Power taking part in the discussions, and also statements by representatives of the Governments of the Territories, particularly Guam and Tokelau.
٥٦ - وأردف قائلا إن اللجنة الفرعية، في أدائها لعملها، قد استفادت من التقارير المقدمة من اﻷمانة العامة، ومن بيانات ممثلي الدول القائمة باﻹدارة والمشتركة في المناقشات، وكذلك بيانات ممثلي حكومات اﻷقاليم وخصوصا ممثلي غوام وتوكيلاو.

30. The amendment to operative paragraph 4 (A/C.4/50/L.6, para. 12) reflected the point made earlier about " free and fair elections conducted by the Governments of the Territories " .
٣٠ - واسترسل قائلا إن تعديل الفقرة ٤ من المنطوق )A/C.4/50/L.6، الفقرة ١٢( يوضح النقطة المشار إليها آنفا بشأن " انتخابات حرة ونزيهة تجريها حكومات اﻷقاليم " .

54. The core of what the sponsors of the amendments thought was contained in amendment 7, concerning the thirteenth preambular paragraph, which recognized " that the wishes of the peoples in the Territories with regard to their political status can be ascertained by referendums and other forms of popular consultation, including free and fair elections conducted by the Governments of the Territories. "
