On 30 January, Ecuador accepted the proposal made by the Guarantor Countries of the Rio de Janeiro Protocol to establish a mission composed of representatives of each of those countries in order to cooperate with Ecuador and Peru in resolving that situation.

16. As a consequence of these negotiations, on 17 February 1995, the Itamaraty Peace Declaration between Ecuador and Peru and the Declaration of the Guarantor Countries of the 1942 Rio de Janeiro Protocol were signed in Brazil; the two declarations may be summed up by three basic points:

The Itamaraty Declaration of Peace between Ecuador and Peru was signed on 17 February 1995 with the participation of Argentina, Brazil, Chile and the United States of America in their capacity as Guarantor Countries of the Rio de Janeiro Protocol of 1942.
ففي ١٧ شباط/فبراير ١٩٩٥، وقع إعلان إيتاماراتي للسلم بين إكوادور وبيرو، بمشاركة اﻷرجنتين والبرازيل وشيلي والولايات المتحدة اﻷمريكية، بصفتها البلدان الضامنة لبروتوكول ريو دي جانيرو لعام ١٩٤٢.

Brazil's commitment to peace and understanding was clearly illustrated by its recent role, alongside the other three Guarantor Countries of the Rio de Janeiro Protocol, in bringing together two friendly nations in our region — Ecuador and Peru.

(a) The letter from the Presidents of Peru and Ecuador addressed to the President of Brazil in his capacity as Coordinator of the Guarantor Countries of the Rio de Janeiro Protocol of Peace, Friendship and Boundaries of 1942 (see annex I);

(b) Should the Parties fail to agree on a solution to the impasses, the Guarantor Countries of the Protocol of Rio de Janeiro, at their own initiative or at the request of one or both Parties, will make suggestions or recommendations for achieving that end.
)ب( في حالة عدم تكمن الطرفين من الاتفاق على حل " للمشاكل " ، تعمد البلدان الضامنة لبروتوكول ريو دي جانيرو، بناء على مبادرة أو طلب من أحد الطرفين، إلى وضع مقترحات وتوصيات من أجل بلوغ هذا الهدف.

6. To initiate talks, in the context of paragraph 4 of the communication sent to the Governments of Ecuador and Peru by the Guarantor Countries of the Protocol of Rio de Janeiro on 27 January 1995, for finding a solution to the remaining impasses, as soon as the foregoing points have been fulfilled and a climate of detente and friendship between the two countries has been restored.
٦ - أن يشرعا في إجراء محادثات - في إطار الفقرة ٤ من الرسالة المؤرخة ٢٧ كانون الثاني/يناير ١٩٩٥ الموجهة إلى حكومتي إكوادور وبيرو من البلدان الضامنة لبروتوكول ريو دي جانيرو - من أجل إيجاد حل " للمشاكل القائمة " فور تنفيذ أحكام الفقرات السابقة وتهيئة جو من الوفاق والصداقة بين البلدين.

IN WITNESS WHEREOF, the representatives of Ecuador and Peru sign this Declaration in two copies in the Spanish language, in the city of Brasilia at _ on 17 February 1995, in the presence of the representatives of Argentina, Brazil, Chile and the United States of America, the Guarantor Countries of the Protocol of Rio de Janeiro.
وشهادة على ذلك، وقع ممثلا إكوادور وبيرو على هذا اﻹعلان، من نسختين باللغة الاسبانية، في مدينة برازيليا، في تمام الساعة --- من يوم ١٧ شباط/فبراير ١٩٩٥، وذلك في حضور ممثلي اﻷرجنتين والبرازيل وشيلي والولايات المتحدة اﻷمريكية، وهي البلدان الضامنة لبروتوكول ريو دي جانيرو.

On 25 January, the President of the Republic called together the Chiefs of Mission of the Guarantor Countries of the Rio de Janeiro Protocol - Argentina, Brazil, Chile and the United States of America - to tell them about the incidents that had occurred in the Coangos-Cenepa area and to request their countries' support in arriving at a peaceful solution.
وفي ٢٥ كانون الثاني/يناير، دعا رئيس الجمهورية رؤساء بعثات البلدان الضامنة لبروتوكول ريو دي جانيرو - اﻷرجنتين والبرازيل وشيلي والولايات المتحدة اﻷمريكية - ليخبرهم باﻷحداث التي وقعت في منطقة كوانغوس - سينيبا - ويطلب دعم تلك البلدان في التوصل الى حل سلمي.

They also expressed satisfaction at the participation of the Guarantor Countries of the 1942 Rio de Janeiro Protocol in the restoration of peace between Ecuador and Peru " .
كما أعربوا عن اغتباطهم لمشاركة البلدان الضامنة لبروتوكول ريو دي جانيرو لعام ١٩٩٢ في عملية استعادة السلم بين اكوادور وبيرو " .

In this regard, the Ministry of Foreign Affairs should like to reiterate that the Government of Ecuador promptly informed the Guarantor Countries of its position regarding the demilitarized zone in order to provide the necessary background for their recommendation which, in accordance with paragraph 6 of the Statement, will be transmitted to General César Durán, the Liaison Officer between Ecuador and the Mission.

The Brazilian Government, as the coordinator of the Guarantor Countries of the Rio de Janeiro Protocol, has been making a sustained effort to assist Ecuador and Peru in reaching at the earliest possible date a solid and final agreement on the border differences that have kept them apart for decades.
