(أ) لا يجوز اتخاذ إجراءات تأديبية ضد أي موظفي ما لم يكن قد أُبلغ خطيا بالتهم الموجة إليه، وبحقه في طلب المساعدة من محام للدفاع عنه على نفقته الخاصة، وأُعطي فرصة معقولة للرد على هذه التهم.

81- ويشكل الحق في إخطار شخص خارج المكان الذي يوجد فيه الشخص المحتجز بحرمانه من الحرية ضمانة مهمة ضد إساءة المعاملة؛ فالأشخاص، الذين قد يلجأون في حالة عدم الإخطار إلى إساءة المعاملة، يمكن أن تردعهم معرفتهم أن شخصاً خارج المكان تم إخطاره وقد يكون يقظاً في اهتمامه بسلامة الشخص المحتجز.
