The Heads of the member States of the Shanghai Cooperation Organization (hereinafter referred to as the SCO or the Organization) -- the Republic of Kazakhstan, the People's Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan, held a meeting of the Council of Heads of SCO member States on 16 August 2007 in Bishkek.

In June 2006, the Heads of the member States of the Shanghai Cooperation Organization signed the " Statement of the Heads of the member States of the Shanghai Cooperation Organization on international information security " , in which it was decided to establish a group of experts on international information security.

I have the honour to transmit herewith the address of the Heads of the member States of the Commonwealth of Independent States adopted in Minsk on 10 October 2014 (see annex).

At the conclusion of the meeting of the Council of Heads of State, held in Bishkek on 13 September 2013, the Heads of the member States of the Shanghai Cooperation Organisation (hereinafter referred to as " SCO " or " the Organisation " ) made the following statement.

In analysing the experience of the past and assessing future prospects, the Heads of the member States firmly believe that the establishment of the Shanghai Cooperation Organization marks the beginning of a new stage in the development of cooperation among the member States and is in keeping with the trends of the modern era, the realities of this region, and the fundamental interests of the peoples of all the member States.
وباستقراء تجربة الماضي وتقييم توقعات المستقبل، يُعرب رؤساء الدول الأعضاء عن إيمانهم القوي بأن قيام " منظمة شنغهاي للتعاون " يشكل معلما لبدء انتقال تعاون الدول الأعضاء صوب مرحلة جديدة على طريق للتطور، واستجابة لاتجاهات الحقبة الراهنة وللواقع المعاش في المنطقة، وخدمة للمصالح الأساسية لشعوب جميع الدول الأعضاء.
