I have the pleasure to report on the implementation of resolutions 47/21 and 48/18, as well as of paragraph 15 of the CSCE Helsinki Document.

Russia attaches great importance to the development of cooperation between the CSCE and the United Nations on the basis of the Helsinki Document of 1992 and the framework agreement between the United Nations and the CSCE of 1993.

Since the adoption of the Helsinki Document 1992 and General Assembly resolution 47/10, important steps have been taken to establish effective cooperation between the United Nations and the CSCE.
ومنذ اعتماد وثيقة هلسنكي لعام ١٩٩٢ وقرار الجمعيـــة العامــة ٤٧/١٠، اتخذت خطوات هامة ﻹقامة تعاون فعال بين اﻷمــم المتحدة ومؤتمر اﻷمن والتعاون في أوروبا.

The participants in the meeting urged me, in cooperation with the members of the Minsk Group, to pursue actively the possibility of organizing a multinational CSCE force under the Helsinki Document provisions of 1992, with the CSCE Chairman-in-Office, relevant CSCE institutions and individual CSCE participating States and also to plan for its timely implementation.
وحثني المشاركون في الاجتماع على أن أسعى بنشاط، بالتعاون مع أعضاء فريق منسك، إلى تنظيم قوة متعددة الجنسيات تابعة للمؤتمر بمقتضى أحكام وثيقة هلسنكي لعام ١٩٩٢ مع الرئيس الحالي للمؤتمر ومؤسسات المؤتمر ذات الصلة وبعض الدول المشاركة في المؤتمر، وكذلك إلى التخطيط لتشغيلها في الوقت المناسب.

This idea was linked to the functions of the CSCE Forum for Security Cooperation (FSC), which was given the possibility by the CSCE Helsinki Document 1992 (A/47/361-S/24370, annex, chap. V, para. 46, sect. 6) of setting up negotiations on regional measures, including, where appropriate, reductions or limitations of armaments.
وأشارت الدراسة إلى الصلة القائمة بين هذه الفكرة والمهام المنوطة بمحفل التعاون اﻷمني، الذي أجازت له وثيقة هلسنكي لمؤتمر اﻷمن والتعاون في أوروبا لعام ١٩٩٢، ترتيب مفاوضات تتعلق بالتدابير الاقليمية، تشمل، عند الاقتضاء، تخفيضات اﻷسلحة والحد من اﻷسلحة.

11. The negotiations on such a regional arms control regime should be conducted in a regional working group to be established by the FSC in accordance with chapter V, paragraph 37, of the Helsinki Document 1992.
١١ - وينبغي أن تجري المفاوضات بشأن نظام تحديد اﻷسلحة على الصعيد اﻹقليمي ضمن فريق عمل إقليمي ينشئه منبر التعاون اﻷمني )(FSC وفقا للفقرة ٣٧ من الفصل الخامس من وثيقة هلسنكي لعام ١٩٩٢.

We have agreed that the procedures will call upon the concept of the negotiation tables developed on the basis of the 1992 Helsinki Document, which pointed out regional cooperation as a valuable means of promoting pluralistic structures of stability.
٢-٦ وقد اتفقنا على أن تذكﱢر الاجراءات بمفهوم موائد التفاوض الموضوع استنادا الى وثيقة هلسنكي لسنة ١٩٩٢، التي أشارت إلى التعاون الاقليمي بوصفه وسيلة قيمة لتعزيز هياكل الاستقرار التعددية.

It is in this spirit and with the aim of strengthening the United Nations that the CSCE declared itself in the 1992 Helsinki Document to be a regional arrangement under Chapter VIII of the Charter. CSCE participating States were aware that doing so meant an increased responsibility for ensuring stability in the CSCE area.
وبهذه الروح وبهدف تعزيز اﻷمم المتحدة أعلن مؤتمر اﻷمن والتعاون في أوروبا، في وثيقة هلسنكي الختامية لعام ١٩٩٢، إنه ترتيب إقليمي بموجب الفصل الثامن من الميثاق وعندما قامت الدول المشاركة في المؤتمر بذلك، كانت تدرك أن هذا معناه زيادة مسؤوليتها عن ضمان الاستقرار في منطقة المؤتمر.

They requested the Chairman-in-Office to develop as soon as possible a plan for the establishment, composition and operation of such a force, organized on the basis of chapter III of the Helsinki Document of 1992 and in a manner fully consistent with the Charter of the United Nations.
وطلبت من الرئيس المناوب أن يقوم في أقرب وقت ممكن بوضع خطة ﻹنشاء هذه القوة وتكوينها وعملياتها يجري تنظيمها بالاستناد الى الفصل الثالث من وثيقة هلسنكي لعام ١٩٩٢ وبطريقة تتفق تماما مع ميثاق اﻷمم المتحدة.

Recalling the " Helsinki Document 1992 - the Challenges of Change " ,3/ in particular paragraph 15 of the Helsinki Summit Declaration, agreed upon at the meeting of the Conference on Security and Cooperation in Europe held at Helsinki on 9 and 10 July 1992,

Peace-keeping operations should be carried out in strict compliance with the Charter of the United Nations, with the provisions of the 1992 Helsinki Document of the Conference on Security and Cooperation in Europe (CSCE), and with respect for the principles contained in the report of the ad-hoc working group of the North Atlantic Cooperation Council adopted in Athens in June 1993.

The Republic of Lithuania reaffirms its position that the withdrawal of Russian military forces from Estonia and Latvia must comply with the requirements of the international community, as defined by General Assembly resolutions and paragraph 15 of the " Helsinki Document 1992 - the Challenges of Change " , adopted by the Conference on Security and Cooperation in Europe (CSCE).

The committee of Senior Officials decided on 16 September to request the CSCE Chairman-in-Office, assisted by the Chairman of the Minsk Group, to take necessary steps to explore actively the possibility of organizing a multinational CSCE peace-keeping force in the framework of chapter III of the Helsinki Document of 1992.
وقررت لجنة كبار المسؤولين في ١٦ أيلول/سبتمبر أن تطلب إلى الرئيس الحالي للمؤتمر أن يتخذ، بمساعدة رئيس فريق منسك، الخطوات الضرورية كي يستطلع بنشاط إمكانية تنظيم قوة متعددة الجنسيات لحفظ السلم تابعة للمؤتمر في إطار الفصل الثالث من وثيقة هلسنكي لعام ١٩٩٢.

It is important to note that international organizations like the Organization for Security and Cooperation in Europe have on many occasions recognized the importance of activities by NGOs (e.g., in the 1990 Copenhagen document and the 1992 Helsinki Document).
وتجدر الاشارة إلى أن المنظمات الدولية مثل منظمة اﻷمن والتعاون في أوروبا قد اعترفت في مناسبات عديدة بأهمية اﻷنشطة التي تضطلع بها المنظمات غير الحكومية )في وثيقة كوبنهاغن لعام ٠٩٩١، مثلا، وفي وثيقة هلسنكي لعام ٢٩٩١(.

At the Helsinki summit meeting in July 1992, the 52 participating States of CSCE, including the successor States of the former Soviet Union, adopted the " Helsinki Document 1992 - The Challenge of Change " .
وفي اجتماع القمة الذي عُقد في هلسنكي في تموز/يوليه ١٩٩٢، اعتمدت دول مؤتمر اﻷمن والتعاون في أوروبا المشاركة البالغ عددها ٥٢، وبينها الدول التي خلفت الاتحاد السوفياتي السابق " وثيقة هلسنكي ١٩٩٢ - التحدي الذي يطرحه التغير " .
