Further deliberation on the issue has taken place in the context of a workshop on the responsibilities of armed groups towards civilians, which was convened in Geneva in December 1999 by the Henri Dunant Centre for Humanitarian Dialogue, in cooperation with the Human Security Programme of the Harvard Centre for Population and Development Studies.
