In this connection, the Advisory Committee recalls recommendation 62 of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations 1/ concerning the practice of transferring extrabudgetary posts to the regular budget.

The decision to charge the rent was based on General Assembly resolution 41/213 of 19 December 1986, in which the Assembly approved the report of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations.

While some of these changes are in line with the recommendations of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations, 1/ as approved by the General Assembly in resolution 41/213, these changes none the less add to the unpredictability of the pattern of meetings at this time.

It may be recalled that, in endorsing recommendation 4 of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations, 3/ the General Assembly, in its resolution 41/213 of 19 December 1986, reaffirmed the existing principle that United Nations bodies should meet at their respective established headquarters.
ويجدر بالذكر أن الجمعية العامة، عندما أيدت التوصية ٤ من توصيات فريق الخبراء الحكومي الدولي الرفيع المستوى لاستعراض كفاءة اﻷداء الاداري والمالي لﻷمم المتحدة)٣(، أكدت مجددا، في قرارها ٤١/٢١٣ المؤرخ ١٩ كانون اﻷول/ديسمبر ١٩٨٦، المبدأ النافذ الذي يقضي بأن تجتمع كل من هيئات اﻷمم المتحدة في مقرها الثابت.

30. The question of the biennialization of conferences and meetings referred to in recommendation 2 (b) of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations, 2/ as endorsed by the General Assembly in its resolution 41/213 of 19 December 1986, was recalled.
٣٠ - أشير الى مسألة جعل جدول المؤتمرات والاجتماعات لفترة سنتين المشار اليه في التوصية ٢ )ب( لفريق الخبراء الحكومي الدولي الرفيع المستوى لاستعراض كفاءة اﻷداء الاداري والمالي لﻷمم المتحدة، وهي التوصية التي أيدتها الجمعية العامة في قرارها ٤١/٢١٣ المؤرخ في ١٩ كانون اﻷول/ديسمبر ١٩٨٦.

Since 1986 a number of bodies have decided to hold biennial rather than annual sessions, in accordance with recommendation 2 (b) of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations, as endorsed by the General Assembly in its resolution of 19 December 1986.

During the discussion of the item, the question of the biennialization of conferences and meetings referred to in recommendation 2 (b) of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations, as endorsed by the General Assembly in resolution 41/213, was recalled.

The Committee decided to draw the General Assembly's attention to paragraph 32 of its decision 34/401, to recommendation 3 (f) of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations, to paragraph 5 of its resolution 48/264 and to paragraphs 1 and 10 of the annex to its resolution 45/45.
١٧ - قـرر المكتب أن يوجـه انتبـاه الجمعيـة العامـة الى الفقرة ٣٢ من مقررها ٣٤/٤٠١، وإلى التوصية ٣ )و( لفريق الخبراء الحكومي الدولي الرفيع المستوى لاستعراض كفاءة اﻷداء اﻹداري والمالي لﻷمم المتحدة، وإلى الفقرة ٥ من قرارها ٤٨/٢٦٤ وإلى الفقرات ١ و ١٠ من مرفق قرارها ٤٥/٤٥.

The Committee decided to draw the General Assembly’s attention to paragraph 32 of its decision 34/401, to recommendation 3 (f) of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations, to paragraph 5 of its resolution 48/264 and to paragraphs 1 and 10 of the annex to its resolution 45/45.

The Committee decided to draw the attention of the General Assembly to paragraph 32 of its decision 34/401, to recommendation 3 (f) of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations, and to paragraph 1 of the annex to its resolution 45/45.
18 - قرر المكتب لفت انتباه الجمعية العامة إلى الفقرة 32 من مقررها 34/401 وإلى التوصية 3 (و) التي قدمها فريق الخبراء الحكومي الدولي الرفيع المستوى لاستعراض كفاءة الأداء الإداري والمالي للأمم المتحدة، وإلى الفقرة 1 من مرفق قرارها 45/45.

16. Requests that the Unit place more emphasis on the evaluation aspects of its work, in accordance with recommendation 63 contained in the report of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations, as endorsed by the General Assembly in its resolution 41/213 of 19 December 1986;

As recalled in paragraphs 9 and 10 of document A/C.5/47/88, the programme budget for the biennium 1992-1993 as adopted by the General Assembly included 48 high-level posts; the corresponding number prior to the implementation of recommendation 15 of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations 4/ was 57.

١٥ - قـرر المكتب أن يوجـه انتبـاه الجمعيـة العامـة الى الفقرة ٣٢ من مقررها ٣٤/٤٠١، وإلى التوصية ٣ )و( لفريق الخبراء الحكومي الدولي الرفيع المستوى لاستعراض كفاءة اﻷداء اﻹداري والمالي لﻷمم المتحدة، وإلى الفقرة ٥ من قرارها ٤٨/٢٦٤ والى الفقرة ٢٤ من المرفق اﻷول للقرار ٥٠/٢٢٧ وإلى الفقرتين ١ و ١٠ من مرفق قرارها ٤٥/٤٥.

118. The Advisory Committee took note of the Secretary-General's comments in paragraph 26 of his report and, in that connection, recalled recommendation 62 of the Group of High-level Intergovernmental Experts to Review the Efficiency of the Administrative and Financial Functioning of the United Nations (A/41/49) concerning the practice of transferring extrabudgetary posts to the regular budget.
