4.2 The State party submits that, since the complainant was awarded just compensation by the civil court, he has lost his " victim " status and therefore his communication to the Committee is inadmissible.
4-2 وتدعي الدولة الطرف أن حصول صاحب الشكوى على تعويض عادل بأمر من المحكمة المدنية يفقده صفة " الضحية " وعليه يعتبر البلاغ الذي قدمه إلى اللجنة غير مقبول.

7.1 On 12 August 2005 the author stated, regarding the first observation of the State party, that when he had submitted his communication to the Committee he had already filed the administrative contentious remedies (1994 and 1995), but that the Supreme Court had taken nearly five years to settle them.
