On 9 September the interim Iraqi Minister for Foreign Affairs, Hoshyar Zebari, assumed Iraq's seat at the League of Arab States meeting of Foreign Ministers in Cairo.

In this connection, I received a letter dated 31 August 2004 from the Minister for Foreign Affairs of Iraq, Hoshyar Zebari, in which he referred to the cooperation and facilities offered by Iraq to the Kuwaiti National Committee and noted the fact that the remains of more than 150 Kuwaitis had been found in the mass graves uncovered by the Iraqi authorities.

On 24 September, on the margins of the United Nations General Assembly in New York, Iraqi Foreign Minister Hoshyar Zebari and Syrian Foreign Minister Walid Al-Moualem confirmed that Iraq and the Syrian Arab Republic had agreed to restore full diplomatic relations by dispatching their respective ambassadors back to their posts.
