٨١- وينبغي أن تحترم الدول الأطراف عمل المدافعين عن حقوق الإنسان وغيرهم من أعضاء المجتمع المدني في سبيل مساعدة الضعفاء والمهمّشين من الأفراد والجماعات على إعمال حقهم في الضمان الاجتماعي، وأن تحمي هذا العمل وتيسِّره وتعزِّزه.

They also placed emphasis on the need for decisive action to protect human rights advocates and other persons at risk and victims of violations; the strengthening of programmes and measures intended to guarantee the economic, social and cultural rights of the population as a whole; and the adoption of gender-sensitive policies and adequate protection of the rights of the child.
كما أنها تؤكد على الحاجة إلى اتخاذ إجراء حاسم لحماية المدافعين عن حقوق الإنسان وغيرهم من الأشخاص المعرضين للخطر وضحايا الانتهاكات؛ وتعزيز البرامج والتدابير التي تستهدف ضمان الحقوق الاقتصادية والاجتماعية والثقافية للسكان كافة؛ واعتماد سياسات تراعي الاختلافات بين الجنسين وتوفير الحماية الوافية لحقوق الطفل.
